149 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session at the County Courthouse in Concord, North Carolina, on Thursday, June <br />29, 1989, at 6:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Billy J. Simmons, Jr. <br /> Absent - Commissioner: R. Giles Moss <br /> Sheriff Robert Canaday informed the Board that Martin's Family Restaurant <br />and Seafood had withdrawn its bid to provide food service for the County Jail. <br />He further reported that the First Assembly Living Center had agreed to continue <br />the current food service contract price for one to two months until the Jail <br />kitchen is ready for operation. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby and <br />unanimously carried, the Board authorized Sheriff Robert Canaday to proceed with <br />plans to open the Jail kitchen at such time it is feasible when construction has <br />been completed. <br /> The current food service contract with First Assembly Living Center was <br />extended for one to two months until the Jail kitchen is operational. <br /> The motion by Commissioner Melvin to rescind Article 3, Section 3(b), as <br />follows of the Cabarrus County Personnel Ordinance died for lack of second. <br /> <br />ARTICLE III. THE PAY PLAN <br />Section 3. Use of Salary Ranges <br />(b) Ail county employees will receive an automatic one-step pay <br /> increase on the anniversary date of their time in grade and <br /> class up through Step 4. <br /> <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Simmons with <br />Chairman Lentz and Commissioners Simmons and Hamby voting for and Commissioner <br />Melvin voting against, the Board approved the following amendment to the <br />Cabarrus County Personnel Ordinance as recommended. <br /> <br />ARTICLE III. THE PAY PLAN <br /> <br />Section 3. Use of Salary Ranges <br /> <br />(b) <br /> <br />New hires will receive a one-step automatic pay increase on <br />the anniversary of their time in grade and class, up through <br />step 4. During their employment, new hires will be eligible <br />for three one-step automatic pay increases or the number of <br />one-step automatic pay increases necessary to move to step 4, <br />whichever is less. Once a new hire reaches step 4, he/she <br />will no longer be eligible for automatic pay increases, <br />regardless of future reclassifications or promotions. <br />However, if a new hire is promoted or reclassified to a <br />differeht position and the employee falls into step 1, 2, or <br />3 of the new salary grade and if the employee had not either <br />reached step 4 of a previous salary grade or had not received <br />3 one-step automatic pay increases during employment with the <br />County, the employee is eligible for a one-step automatic pay <br />increase on the anniversary of his/her time in grade and <br />class. <br /> <br />(c) <br /> <br />Employees who are promoted or reclassified to a different <br />position are not eligible for one-step automatic pay <br />increases, except under the conditions set forth in Article <br />III, Section 3(b); however, such employees will be eligible <br />for merit increases. <br /> <br />(d) <br /> <br />All other steps are reserved to reward employees for <br />meritorious service. Each year, the county manager may <br />require department heads to consider the eligibility of <br />employees to receive increments and to recommend such <br />advancement or retention at the same rate. Department heads <br />shall consider all factors affecting employee performance and <br />shall submit their recommendations in writing, giving the <br />reasons whether to advance or retain the employee at the same <br />rate. Ail such advancements and retentions must be approved <br />by the county manager. <br /> <br /> <br />
