178 <br /> <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Simmons and <br />unanimously carried, the Board approved the following amendment to the general <br />consulting services agreement between Cabarrus County and Camp Dresser & McKee <br />and authorized Chairman Lentz to execute the amendment on behalf of Cabarrus <br />County. <br /> <br />July 10,1989 <br />Dr. William F. Pilkington <br />Health Director <br />Cabarrus County Health Department <br />715 Cabarrus Avenue West <br />Concord, North Carolina 28025 <br /> <br />Cabarrus County <br />General Consulting Services <br /> <br />Dear Dr. Pilkington: <br />Per our conversation yesterday, I have prepared this amendment to our general <br />consulting services agreement to allow us to invoice you for costs associated <br />with our presentation to the Board of Commissioners and additional services <br />related to the construction of the second sedimentation basin. The extra <br />services for the basin relate to our assistance with determining the amount of <br />soil excavated and filled by the contractor. The extra costs we have incurred <br />for these services is $3,200. <br /> <br />The general consulting agreement was made an amendment to Task Order No. 3 which <br />was authorized and made part of our original Agreement on July 8, 1986 (CDM <br />letter dated June 4, 1986). The Duties of Owner, Method of Payment, and Related <br />Services would be the same as in Task No. 3. I would appreciate an authorizing <br />signature in the space provided below which will indicate the County's <br />concurrence with the above. Lentz <br />For Cabarrus County <br /> August 7, 1989 <br /> Date <br /> <br /> Chairman Lentz introduced discussion of the Cabarrus County Health Board <br />membership. Commissioner Simmons, member of the Health Board, indicated that <br />it was difficult for him to attend the Health Board meetings as he was often out <br />of town on Thursday evenings. <br /> Commissioner Hamby reviewed the Carolina Counties Coalition Transportation <br />Task Force Report and Policy Statement. He noted that the Task Force has <br />recommended the formation of a new organization, Carolina Transportation Compact, <br />to assist in regional transportation planning. The Board received the report <br />as information only and took no action. <br /> Chairman Lentz recessed the meeting at 7:50 P.M. until the conclusion of <br />the meeting of the Board of Commissioners for the Water and Sewer District. <br /> Chairman Lentz reconvened the meeting at 7:55 P.M. <br /> Chairman Lentz reminded the Board of the work session with the Planning <br />Board on Wednesday, August 16, 1989, at 7:00 P.M. Also, Chairman Lentz announced <br />that the first meeting in September would be held at 7:00 P.M. on Tuesday, <br />September 5, due to the Labor Day holiday. <br /> Mr. Michael M. Ruffin, County Manager, commended Mr. Blair Bennett, Finance <br />Director, and his staff on receiving a Certificate of Achievement for Excellence <br />in Financial Reporting for the comprehensive annual financial report for the <br />fiscal year ended June 30, 1988. <br /> The Board received notification from the North Carolina Wildlife Resources <br />Commission that the Commission had adopted the regulation to prohibit shining <br />lights on deer between the hours of one-half hour after sunset and one-half hour <br />before sunrise in Cabarrus County. The regulation will become effective October <br />1, 1989. <br /> <br /> <br />
