Brock
Executive Director

Mr. Shelby Thomas, Secretary/Treasurer of Greenhalgh, Thomas and
Associates, addressed the Board relative to the responsibleness of that
company's bid for the voting equipment. Stating that the equipment proposed for
Cabarrus County has not yet been built, Mr. Thomas listed the different
components which he stated would be integrated into a unit to meet the bid
specifications. He asked that the Board enter into a conditional contract to
purchase the equipment subject to certification by the State and a successful
test election in November. Mr. Thomas noted that the MicroVote unit as
referenced in Mr. Brock's letter was not the equipment bid for Cabarrus County.
