225 <br /> <br /> The appointments to the Rowan-Cabarrus Community College Board of Trustees <br />was deferred until the next meeting. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz and <br />unanimously carried, the Board adopted the following amendment to the Cabarrus <br />County Personnel Ordinance and authorized on the October 27, 1989 payroll the <br />reinstatement of the deferred automatic pay increases for those employees whose <br />pay increases were frozen by the Board from July 1, 1989 forward. <br /> <br />ARTICLE III. THE PAY PLAN <br />Section 3. Use of Salary Ranges <br /> <br />(b) All county employees will receive an automatic one-step pay <br /> increase on the anniversary date of their time in grade and <br /> class for the first, second, and third year of time in grade and <br /> class up through Step 4. <br /> <br />(c) Ail other steps are reserved to reward employees for meritorious <br /> service. Each year, the county manager may require department <br /> heads to consider the eligibility of employees to receive <br /> increments and to recommend such advancement or retention at the <br /> same rate. Department heads shall consider all factors <br /> affecting employee performance and shall submit their <br /> recommendations in writing, giving the reasons whether to <br /> advance or retain the employee at the same rate. Ail such <br /> advancements and retentions must be approved by the county <br /> manager. <br /> <br /> There being no further business to come before the Board, the meeting was <br />adjourned at 9:15 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
