227 <br /> <br /> Chairman Lentz reconvened the meeting in the Commissioners' Meeting Room <br />at 9:10 P.M. <br /> Motion made by Commissioner Simmons and seconded by Commissioner Hamby to <br />amend the minutes of October 16, 1989 to include "and the Board of Commissioners" <br />in the motion concerning the reinstatement of the deferred automatic pay <br />increases was withdrawn after discussion. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Hamby and <br />unanimously carried, the minutes of October 16, 1989 were approved as written. <br /> <br />NEW BUSINESS CONSENT <br /> Item 7 relative to the issuance of bonds by the Industrial Facilities <br />Financing Authority for Oiles America Corporation was removed from the New <br />Business Consent agenda. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz and <br />unanimously carried, the Board approved the request by Mr. Bill Ross, Register <br />of Deeds, to dispose of the following records at the County Landfill after <br />January 1, 1990 in accordance with the Records Retention and Disposition Schedule <br />of the Division of Archives and History. <br /> <br />DELAYED BIRTH WORKSHEETS & APPLICATIONS All worksheets and <br /> applications prior to January 1987. <br />FINANCIAL DAY SHEETS - Daily financial reports from 1975 thru 1987. <br />UCC's - Index pages already purged 1973 thru 1982. <br />JURY LIST COPIES AND CARDS Everything prior to January 1987. <br />MARRIAGES Health forms prior to January 1989 and GREEN copies of <br />marriage licenses prior to 1984. Green copies are merely a <br />part of a suspense file system maintained by us to assure that <br />all issued licenses are properly processed. <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz and <br />unanimously carried, the Board adopted the following Resolution for the <br />Centralina Council of Governments to receive State funds. <br /> <br /> RESOLUTION <br /> BY <br />CABARRUS COUNTY BOARD OF COMMISSIONERS <br /> <br /> WHEREAS, in North Carolina the Lead Regional Organizations, <br />as voluntary organizations serving municipal and county governments, <br />have established productive working relationships with the cities <br />and counties across this state; and <br /> WHEREAS, many counties and cities need assistance in pursuing <br />economic and community development opportunities, but federal <br />assistance in the form of intergovernmental revenues has been <br />severely curtailed in recent years; and <br /> WHEREAS, the 1989 General Assembly recognized this need <br />through the appropriation of $990,000 to help the Lead Regional <br />Organizations assist local governments with grant applications, <br />economic development, community development, and to support local <br />industrial development activities and other activities as deemed <br />appropriate by their local governments; and <br /> WHEREAS, these funds are not intended to be used for payment <br />of member dues or assessments to a Lead Regional Organization or to <br />supplant funds appropriated by the member governments; and <br /> WHEREAS, in the event that a request is not made by the County <br />of Cabarrus for release of these funds to our regional Council, the <br />available funds will revert to the state's General Fund; and <br /> WHEREAS, in Region F funds in the amount of $55,000 will be <br />used to/for preparation of CDBG applications, strategic planning <br />programs, SBA 504 program, regional data book, and other economic <br />development activities that may deem appropriate; <br /> NOW, THEREFORE BE IT RESOLVED, that the Cabarrus County Board <br />of Commissioners requests the release of its share of these funds, <br />$5,530.71 to the Centralina Council of Governments at the earliest <br />possible time in accordance with the provisions of Chapter 500 of <br />the 1989 Session Laws (SB 43). <br />Witnessed this the 6th day of November, 1989 at Concord, North <br />Carolina by: <br />/s/ James W, Lentz (Signature) <br />Chairman, Board of Commissioners (Title) <br /> <br /> <br />
