That all county Extension appointments and separations are to be worked out jointly between the North Carolina Agricultural Extension Service and the Board of County Commissioners, and that no official action will be taken by either party regarding appointment or separation prior to discussion of the matter with the other party. That the policies established by the State of North Carolina and followed by the University be used as a guide in granting annual, sick, civil and military leave for Extension personnel. To cooperate in applying Affirmative Action and Equal Employment Opportunity plans of the North Carolina Agricultural Extension Service. That Extension agents will not be classified under a county classification system. That Extension agents will follow County policies relative to office hours and holidays. We are in agreement with the above description of the responsibilities and relationships, and that this memorandum of understanding may be reviewed at any time but shall be reviewed once each four years. Date: Date: November 6, 1989 /s/ James W, Lentz , Chairman Board of Cabarrus County Commissioners , Director North Carolina Agricultural Extension Service AMENDMENT TO CABARRUS COUNTY MEMORANDUM OF UNDERSTANDING BUDGET AND SUPPORT The County Extension Director will prepare and submit an annual budget request to the County Board of Commissioners for the county's share of funds for salaries and operating expenses. It is further understood that: A. Cabarrus County will pay 48.51% of the salaries of County Extension Agents and the County Extension Director and 70% of the salaries of three Extension secretaries. B. The North Carolina Agricultural Extension Service will pay 51.49% of the salaries of County Extension Agents and the County Extension Director and 30% of the salaries of three Extension secretaries. C. The North Carolina Agricultural Extension Service will provide supervision, review and evaluation of all Extension personnel according to the Extension Management System for Personnel Development and its undergirding policies and procedures. Salary increases will be based upon the findings of this process and the mandates of state government or university policy. This agreement amends the Memorandum of Understanding between the North Carolina Agricultural Extension Service, A & T State University and the Cabarrus County Board of Commissioners and shall become effective November 6, 1989. /s/ James W.
