230 <br /> <br />¸3. <br /> <br />That all county Extension appointments and separations are to <br />be worked out jointly between the North Carolina Agricultural <br />Extension Service and the Board of County Commissioners, and <br />that no official action will be taken by either party <br />regarding appointment or separation prior to discussion of the <br />matter with the other party. <br />That the policies established by the State of North Carolina <br />and followed by the University be used as a guide in granting <br />annual, sick, civil and military leave for Extension <br />personnel. <br />To cooperate in applying Affirmative Action and Equal <br />Employment Opportunity plans of the North Carolina <br />Agricultural Extension Service. <br />That Extension agents will not be classified under a county <br />classification system. <br />That Extension agents will follow County policies relative to <br />office hours and holidays. <br /> <br /> We are in agreement with the above description of the <br />responsibilities and relationships, and that this memorandum of <br />understanding may be reviewed at any time but shall be reviewed once <br />each four years. <br /> <br />Date: <br />Date: <br /> <br />November 6, 1989 /s/ James W, Lentz , Chairman <br />Board of Cabarrus County Commissioners <br />, Director <br /> North Carolina Agricultural Extension Service <br /> <br />AMENDMENT TO CABARRUS COUNTY MEMORANDUM OF UNDERSTANDING <br /> <br />BUDGET AND SUPPORT <br /> <br /> The County Extension Director will prepare and submit an <br />annual budget request to the County Board of Commissioners for the <br />county's share of funds for salaries and operating expenses. It is <br />further understood that: <br /> A. Cabarrus County will pay 48.51% of the salaries of <br /> County Extension Agents and the County Extension <br /> Director and 70% of the salaries of three Extension <br /> secretaries. <br /> B. The North Carolina Agricultural Extension Service <br /> will pay 51.49% of the salaries of County Extension <br /> Agents and the County Extension Director and 30% of <br /> the salaries of three Extension secretaries. <br /> C. The North Carolina Agricultural Extension Service <br /> will provide supervision, review and evaluation of <br /> all Extension personnel according to the Extension <br /> Management System for Personnel Development and its <br /> undergirding policies and procedures. Salary <br /> increases will be based upon the findings of this <br /> process and the mandates of state government or <br /> university policy. <br /> <br /> This agreement amends the Memorandum of Understanding between <br />the North Carolina Agricultural Extension Service, A & T State <br />University and the Cabarrus County Board of Commissioners and shall <br />become effective November 6, 1989. <br /> <br />/s/ James W.
