270 <br /> <br />Employees in the training steps shall be evaluated on their <br />anniversary date to determine if satisfactory progress is <br />being made in learning job duties and responsibilities. If <br />satisfactory progress is being made, the department head shall <br />recommend to the County Manager a one-step increase in pay. <br />If satisfactory progress is not being made, the department <br />head will recommend to the County Manager retention at <br />employee's current rate of pay at which time the employee will <br />be scheduled for another evaluation in six months. At the <br />six-month evaluation the department head will review the <br />employee°s progress in correcting work deficiencies and if <br />work is now at least satisfactory, will recommend to the <br />County Manager a one-step increase in pay. If the employee's <br />work is still deficient, the department head will recommend <br />no increase in pay and will begin disciplinary measures in <br />accordance with Article VII of this Ordinance. <br />Job Rate. Step 3 is the job rate for each salary range and <br />designates the maximum rate of pay each employee may receive <br />for satisfactory performance. <br /> <br /> It was noted that Article III, Section 6, Pay Rates in Promotion, <br />Demotion, Transfer and Reclassification, would have to be revised with the <br />deletion of Subsections (b) and (c) of Section 3. The County Manager and <br />Personnel Director are to prepare these revisions. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Simmons with <br />Commissioners Melvin, Simmons, and Moss and Chairman Lentz voting for and <br />Commissioner Hamby voting against, the Board moved to eliminate the Longevity <br />Pay Plan for Cabarrus County effective June 30, 1990. Employees currently <br />earning longevity pay are to be included under a "sunset" provision with the <br />rate of longevity pay on June 30, 1990 to be added to the employee's base pay <br />under the new pay system. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Melvin and <br />unanimously carried, the Board moved to amend the proposed Personnel Ordinance <br />to delete Section 13, Education Incentive Program, and to include in another <br />section of the proposed Ordinance a provision whereby the County will pay the <br />entire amount as required for approved educational classes that will contribute <br />to the performance and future promotional opportunities for employees. The <br />County will reimburse the employee for tuition, books, and fees but will provide <br />no travel reimbursement. Ail requests must be submitted with the department <br />head's recommendation, either favorable or unfavorable, and are subject to <br />approval by the County Manager. <br /> The Board by consensus agreed to amend the proposed Personnel Ordinance <br />to include the words "or placed" at the end of the last sentence of Section 2, <br />"Implementation of EEO Policy". The sentence as amended reads as follows. <br /> <br />Notices with regard to equal employment matters shall be posted <br />conspicuously on County Government premises in places where notices <br />are customarily posted or placed. <br /> <br /> The Board by consensus agreed to amend the proposed Personnel Ordinance <br />in order for Subsection (b) of Section 5, Qualifications Standards, to read "Job <br />descriptions shall be reviewed annually to assure the requirements conform to <br />the actual job performance requirements." <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Melvin with <br />Commissioners Simmons, Melvin and Moss and Chairman Lentz voting for and <br />Commissioner Hamby voting against, the Board added Martin Luther King Day, the <br />third Monday in January, as a holiday for County employees. <br /> Commissioner Melvin expressed concern relative to the County's annual <br />leave and sick leave schedule and manner of accumulation. She asked the County <br />Manager to determine the number of employees who drop below 80 percent <br />employment status due to the number of holidays, annual leave, and sick leave. <br /> Commissioner Simmons recommended that Section 15, Sick Leave - Physician's <br />Certificate, be amended to include the provision that sick leave over five <br />consecutive days shall require a physician's statement prior to an employee <br />returning to work. There was no objection and the proposed Ordinance was <br />amended as recommended. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Moss and <br />unanimously carried, the Board moved to amend the proposed Personnel Ordinance <br />by eliminating Article VI, Section 28, Educational Leave, as currently written <br />and replace with guidelines relative to tuition reimbursement. <br /> <br /> <br />
