277 <br /> <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the "Contract for Respite Care, <br />Temporary Placement" between the Department of Aging and Giles Leisure Home for <br />the period beginning October 1989 and continuing through June 30, 1990. The <br />purchase and delivery price for all units of service shall be as follows: A <br />unit price of $1.01 per hour for ambulatory participants and $1.06 per hour for <br />semi-ambulatory participants. The Contract is on file in the Office of the <br />County Manager and is hereby included by reference as a part of the minutes. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the "Contract for Respite Care, Adult <br />Day Care Facility" between the Cabarrus County Department of Aging and the First <br />Assembly Adult Day Care Center for the period beginning December, 1989 and <br />continuing through June 30, 1990. The purchase and delivery price for all units <br />of service ordered by the Department shall be as follows: a unit price of $3.25 <br />per hour with the responsibility outlined in the contract which is on file in <br />the Office of the County Manager and included by reference as a part of the <br />minutes. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the "Contract for Respite Care, Adult <br />Day Care Facility" between the Cabarrus County Department of Aging and the <br />L.I.F.E. Center for the period beginning October, 1989 and continuing through <br />June 30, 1990. The purchase and delivery price for all units of service ordered <br />by the Department shall be as follows: a unit price of $3.25 per hour with the <br />responsibility outlined in the contract which is on file in the Office of the <br />County Manager and included by reference as a part of the minutes. <br /> <br />OTHER BUSINESS <br /> In regards to a request for funding considered by the Board on December <br />4, 1989, Mr. Fletcher L. Hartsell, Jr., reported that there is no statutory <br />authorization for a County contribution to the Dogwood Fund to assist with the <br />purchase of 140,000 dogwood trees along the beltline in Raleigh. A letter is <br />to be written to Mr. Howard Barrow, Chairman of the Dogwood Project, explaining <br />the County's position in this matter. <br /> Mr. Michael M. Ruffin, County Manager, requested the appointment of two <br />Board members to meet with court officials to discuss the allocation of office <br />space in the Courthouse at such time the County offices are relocated to the new <br />Governmental Center. Chairman Lentz appointed Commissioners Hamby and Melvin to <br />meet with court representatives regarding this matter. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Moss and <br />unanimously carried, the Board moved to go into Executive Session to discuss <br />personnel and an independent contractor. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and <br />unanimously carried, the executive session was terminated. <br /> Chairman Lentz reported no action in the executive session. <br /> The following commissioners' salary survey was presented comparing county <br />commissioners' average yearly compensation in the market area with the annual <br />salary fixed in the current Budget Ordinance for Cabarrus County. <br /> <br />Market Area <br />Average <br /> <br />Chairman Vice-Chairman Commissioner <br />$7,971 $6,961 $6,827 <br /> <br />Cabarrus -15% -38% -36% <br />Recommended $6,886 $5,009 $5,009 <br /> <br />Cabarrus +15% +7% +9% <br />Approved $9,385 $7,508 $7,508 <br /> <br />(% Indicates percent above or below the market average) <br /> <br /> Consistent with the market area average for county commissioners' salaries <br />as set forth in the commissioners' salary survey, upon motion of Chairman Lentz, <br />seconded by Commissioner Simmons and unanimously carried, the Board moved to <br />reduce the annual salary of the Cabarrus County Board of Commissioners as fixed <br />in the Budget Ordinance and to pay the following annual salaries (with the <br />unpaid portion of the monthly installments accrued since July 1, 1989, to be <br />paid on or before December 31, 1989): <br /> <br />Chairman <br />Vice-Chairman <br />Commissioners <br /> <br />$7,500.00 <br />$6,900.00 <br />$6,800.00 <br /> <br /> <br />
