<br />The Board of Commissioners for the County of Cabarrus met for the 1-It
<br />Quarter Cabarrus Summit 2016, at the Cabarrus Arena and Events Center in
<br />Concord, North Carolina on Thursday, January 28, 2016, at 6:00 p.m.
<br />Present - Chairman: Stephen M. Morris
<br />Vice Chairman: Diane R. Honeycutt
<br />Commissioners: Grace M. Mynatt

<br />Also present were Mike Downs, County Manager; Pam Dubois, Senior Deputy
<br />County Manager; Jonathan Marshall, Deputy County Manager; Megan Smit, Clerk to
<br />the Board; Susan Fearrington, Finance Director; Kasia Thompson, Communications
<br />and Outreach Manager; and Kenny Robinson, Interim Arena General Manager.
<br />The following municipal representatives were also present:
<br />City of Concord - Scott Padgett, Mayor; Brian Hiatt, City Manager; Merl
<br />Hamilton, Assistant City Manager; and Council Members Al Brown, Jennifer
<br />Parsley, Brian King, Sam Leder, Lamar Barrier and Ella Mae Small.
<br />City of Kannapolis - Darrell Hinnant, Mayor; and Council Members Tom
<br />Kincaid and Diane Berry.
<br />Town of Harrisburg - Steve Sciascia, Mayor; Josh Watkins, Planning
<br />Director; and Council Members Benita Conrad, Chad Baucom, Jeff Phillips, Ron
<br />Smith, Christopher Barfield and Rick Russo.
<br />Town of Midland - Doug Paris, Town Administrator; and Council Members
<br />John Crump, Rich Wise and Darren Hartsell.
<br />Town of Mount Pleasant - Del Eudy, Mayor; Randy Holloway, Town
<br />Administrator; and Council Members Lori Furr, Warren Chapman and Scott
<br />Barringer.
<br />The following representatives from Cabarrus County Schools were also
<br />present: Dr. Chris Lowder, Superintendent; Tim Lowder, Executive Director of
<br />Operations; Kelly Kluttz, Chief Finance Officer; Lynn Rhymer, Assistant
<br />Superintendent of Operations; and Board of Education Members Barry Shoemaker,
<br />David Harrison, Carolyn Carpenter, Tim Furr and Rob Walter.
<br />Chairman Morris called the meeting to order at 6:04 p.m.
<br />Welcome and Introductory Remarks
<br />Chairman Steve Morris welcomed municipal elected officials, city
<br />managers, Cabarrus County School representatives, and other guests. Mayors and
<br />municipal staff members introduced new council members for the benefit of the
<br />group.
<br />Dinner Break
<br />Dinner was served at 6 :22 p.m. The meeting resumed at 6:55 p.m.
<br />Cabarrus Countv Schools
<br />Dr. Chris Lowder, Superintendent, Cabarrus County Schools, and Tim Lowder,
<br />Executive Director of Operations, Cabarrus County Schools, presented a
<br />PowerPoint presentation titled "Cabarrus County Schools 1C Year Plan". The
<br />presentation reviewed anticipated facilities and capital needs for Cabarrus
<br />County Schools, and included the following topics:

<br />• New Housing Growth Based on Current Approved Projects
<br />• High School Recommendation
<br />• Current, Projected and Proposed Enrollment and Capacity
