Smit, Clerk to the Board (F--7) Planning and Development - 2016 -2017 Weatherization Application Appr - - Cabarrus County has participated in the Weatherizaticn program for over 20 years. This federally funded program provides for energy improvements to homes for low - income families while giving preference to elderly and disabled clients. The program provides upgrades such as insulation, air sealing, water heater and pipe wrap, duct sealing and appliance repairs to create energy savings for low- income families. Clients are often referred to Weatherization from Human Services, non- profit agencies and other jurisdictions. The annual funding amount is determined by federal and state government. The program does not require matching funds. UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and unanimously carried, the Board authorized staff to make annual Weatherization application. (F -8) Planning and Development - Construction Standards Fee Update Construction Standards staff reviewed fees over the past year for cost versus service provided. Staff recommends revising the method used to calculate the cost of demolition permits. The current adopted fee is based on square footage of the structure to be demolished with fees from $100.00 to $700.00. For more consistency, and proper pricing of service provided, staff recommends using the cost of the project, just as is done for new construction in Schedule A, rather than square footage for the demolition costs as found in Schedule C. This will reduce the costs of those permits. This will reduce the cost of demolition permits and the cost will be in line with the amount of service provided. UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and unanimously carried, the Board approved the permit fee change. (F -9) Tax Administration - Refund and Release Report - January 2016 Release report contains taxpayers' names, bill numbers, valuations, tax amounts, along with the justifications for releasing the valuation /tax amounts for outstanding levies in accordance with N.C.G.S. 105 -361. Refund report is a summary sheet which lists data from each refund request form, along with the justification for the refunds to the taxpayers in accordance with N.C.G.S. 105 -361. Note: Due to the transition of motor vehicles onto the new North Carolina Vehicle Tax System (NCVTS), motor vehicle - related refunds and releases will begin to be displayed on the new report generated by NCVTS. UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and unanimously carried, the Board approved the January 2016 Refund- Release report, along with the NCVTS Refund report, as submitted and grant authority to the Tax Collector to process the refunds and releases. The report is hereby incorporated into the minutes by reference and is on file with the Clerk to the Board.
