Smit, Clerk to the Board <br />(F--7) Planning and Development - 2016 -2017 Weatherization Application <br />Appr - - <br />Cabarrus County has participated in the Weatherizaticn program for over <br />20 years. This federally funded program provides for energy improvements to <br />homes for low - income families while giving preference to elderly and disabled <br />clients. The program provides upgrades such as insulation, air sealing, <br />water heater and pipe wrap, duct sealing and appliance repairs to create <br />energy savings for low- income families. <br />Clients are often referred to Weatherization from Human Services, non- <br />profit agencies and other jurisdictions. The annual funding amount is <br />determined by federal and state government. The program does not require <br />matching funds. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board authorized staff to make annual Weatherization <br />application. <br />(F -8) Planning and Development - Construction Standards Fee Update <br />Construction Standards staff reviewed fees over the past year for cost <br />versus service provided. Staff recommends revising the method used to <br />calculate the cost of demolition permits. <br />The current adopted fee is based on square footage of the structure to <br />be demolished with fees from $100.00 to $700.00. For more consistency, and <br />proper pricing of service provided, staff recommends using the cost of the <br />project, just as is done for new construction in Schedule A, rather than <br />square footage for the demolition costs as found in Schedule C. This will <br />reduce the costs of those permits. This will reduce the cost of demolition <br />permits and the cost will be in line with the amount of service provided. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board approved the permit fee change. <br />(F -9) Tax Administration - Refund and Release Report - January 2016 <br />Release report contains taxpayers' names, bill numbers, valuations, tax <br />amounts, along with the justifications for releasing the valuation /tax <br />amounts for outstanding levies in accordance with N.C.G.S. 105 -361. Refund <br />report is a summary sheet which lists data from each refund request form, <br />along with the justification for the refunds to the taxpayers in accordance <br />with N.C.G.S. 105 -361. <br />Note: Due to the transition of motor vehicles onto the new North <br />Carolina Vehicle Tax System (NCVTS), motor vehicle - related refunds and <br />releases will begin to be displayed on the new report generated by NCVTS. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board approved the January 2016 Refund- Release <br />report, along with the NCVTS Refund report, as submitted and grant authority <br />to the Tax Collector to process the refunds and releases.
