She also responded to questions from the Board. <br />Finance - Update of Capital Project and Special Revenue Fund Budgets and <br />Related Project Ordinances <br />Pam Dubois, Senior Deputy County Manager, reported the update of <br />Capital Project and Special Revenue Fund Budgets is the annual process where <br />the Finance Department goes through all the multi -year funds and updates them <br />for any interest earnings or adjustments that are necessary. She advised <br />there are budget revisions to make the necessary adjustments and project <br />ordinances that must be updated to make those adjustments effective. <br />IAM - Construction and Demolition Landfill - Expansion Engineering Contract <br />Kevin Grant, Sustainability Manager, stated the expansion of the <br />Landfill was approved at the Boards' April 18, 2016 meeting. He advised an <br />engineering contract amendment is now available with CDM Smith, Inc., for a <br />total of $119,945.00. He said since the $114,945.00 expansion was not <br />budgeted in FY16, it is requested to use funds from Fund Balance within the <br />Landfill Fund. He requested the Board suspend its Rules of Procedures due to <br />the time constraint of completing the expansion. <br />UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board suspended its Rules of Procedures in order <br />to take action on this item due to time constraints. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue <br />and unanimously carried, the Board approved the $114,945.00 CDM Smith, Inc. <br />contract and related Landfill budget amendment and authorized the County <br />Manager to execute the CDM Smith, Inc. contract subject to review or revision <br />by the County Attorney. <br />Date:5/2/2016 Amount:$114,945 <br />Dept. He requested that Cabarrus County enter into a Memorandum of <br />Agreement with Rowan County, permitting Rowan County to install certain <br />equipment and technology necessary for the operation of Rowan County's backup <br />911 center in the Cabarrus County Sheriff's Office backup 911 center. He <br />advised Rowan County will purchase all necessary equipment in order to <br />facilitate their staff in Cabarrus County at no cost to Cabarrus County. <br />In response to questions, Lieutenant Ray Gilleland, Cabarrus County <br />Sheriff's Office, advised the agreement will not result in costs for the <br />County. He further advised Cabarrus County will benefit from this agreement <br />by gaining access to Rowan County as a roll over as an added redundancy for <br />the 911 network. <br />Mike Downs, County Manager, advised there is an existing agreement with <br />Union County. He stated these agreements are a result of the State's <br />requirement for every county to have a backup center. <br />A brief discussion ensued. <br />BOC - NCACC Video U2date <br />At the request of the North Carolina Association of County <br />Commissioners (NCACC), the Board viewed a county update video. <br />Approval of Regular Meeting Agenda <br />The Board discussed the placement of items on the Agenda. <br />
