May 16, 2016 (Regular Meeting) <br />Page 2715 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, May 16, 2016, at 6 :30 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: Grace M. Mynatt <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Megan Smit, Clerk to the Board. <br />Chairman Morris called the meeting to order at 6:30 p.m. <br />Girl Scout Troop 1584 from Harvest Harrisburg Church conducted the Flag <br />Ceremony. Scouts participating were: Zoey Demkowski, Jaclyn Demkowski, Sydney <br />Ritch, Madelyn Cox, Mia Medina, Sierra Dobson and Kennedy King. <br />Pastor Neal Carter from Rocky River Presbyterian Church in Concord <br />delivered the invocation_ <br />A moment of silence was observed for former Cabarrus County Sheriff, J.B. <br />Roberts. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Poole, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board approved the minutes of April 4, 2016 (Work <br />Session) and April 18, 2016 (Regular Meeting) as written, <br />(B) APPROVAL OF THE AGENDA <br />Chairman Morris reviewed the following changes to the Agenda. <br />Additions: <br />Moment of Silence for J.B.
