May 16, 2016 (Regular Meeting) Page 2734 <br />Springsted Company was contracted to complete a compensation and <br />classification study of approximately 200 county employees in general service <br />departments including Planning and Development, Active Living and Parks, Finance <br />and the Library system. <br />John Anzivino, Senior Vice President with Springsted, presented an <br />overview of the study including recommendations for adjustments at the work <br />session. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved recommendations and included in the <br />FY17 budget. <br />(F -6) Sheriff's Office - Memorandum of Agreement with Rowan County Allowing <br />Use of Backup 911 Center <br />The State of North Carolina 911 Board requires all 911 centers to have a <br />backup 911 center in case of an outage at the primary site. Rowan County <br />Communications approached us about using the Cabarrus County Sheriff's Office <br />Communications Center backup site as their backup 911 center. <br />It is requested that Cabarrus County enter into a Memorandum of Agreement <br />with Rowan County, permitting Rowan County to install certain equipment and <br />technology necessary for the operation of Rowan County's backup 911 center in <br />the Cabarrus County Sheriff's Office backup 911 center. Rowan County will <br />purchase all necessary equipment in order to facilitate their staff in Cabarrus <br />County at no cost to Cabarrus County. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the Memorandum of Agreement with Rowan <br />County to provide an area for a backup 911 site. <br />(F -7) Tax Administration - Refund and Release Report - April 2016 <br />Release report contains taxpayers' names, bill numbers, valuations, tax <br />amounts, along with the justifications for releasing the valuation /tax amounts <br />for outstanding levies in accordance with N.C.G.S. 105 -381. Refund report is <br />a summary sheet which lists data from each refund request form, along with the <br />justification for the refunds to the taxpayers in accordance with N.C.G.S. 105- <br />381. <br />Note: Due to the transition of motor vehicles onto the new North Carolina <br />Vehicle Tax System (NCVTS), motor vehicle - related refunds and releases will <br />begin to be displayed on the new report generated by NCVTS. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the April 2016 Refund - Release report as <br />submitted, including the NCVTS Refund Report, and granted authority to the Tax <br />Collector to process the refunds and releases. The report is hereby <br />incorporated into the minutes by reference and is on file with the Clerk to the <br />Board. <br />(G) NEW BUSINESS <br />(G -1) EDC - Economic Development Grant Request for Project Earhart - Public <br />Hearing 6.30 P.M. <br />LeeAnn Nixon, Existing Industry Specialist, Cabarrus Economic Development <br />Corporation (EDC), presented an Economic Development Grant request for Project <br />Earhart (FlyRight Holdings, Inc.). She advised FlyRight proposes an expansion <br />within the Silverman Group building at Aviation Boulevard of 26,000 square feet <br />of main floor and an upfit to include a second floor for a total of 40,000 <br />square feet of floor space for growth of business with additional simulator <br />equipment and office /classroom space. She further advised the project is <br />expected to produce 10 full -time jobs at an average wage of $60,000.00. She <br />stated a three -year grant equivalent to 85 percent of the ad valorem taxes on <br />the increase in real and personal property tax values is requested, pursuant to <br />North Carolina General Statute 158.7.1. She stated, on May 12th, the City of <br />Concord approved a three -year, 85 percent, Economic Development Grant for <br />FlyRight and requested the Board also consider a three -year, 85 percent Economic <br />Development Grant for FlyRight.
