<br />Samantha Grass, Project Manager, Cabarrus Economic Development
<br />Corporation (EDC), presented an Economic Development Grant Request for Project
<br />Print (iTek Graphics, Inc.). She stated iTek Graphics is considering relocating
<br />their operations in Charlotte to Cabarrus County. They would lease
<br />approximately 63,299 square feet of space in the Silverman Group industrial
<br />spec building on Aviation Boulevard, currently under construction. Itek
<br />estimates an investment of $4,383,150.00 in personal property at the Concord
<br />location. Itek currently employs 52 employees at its Charlotte location with
<br />plans to add an additional 15 full -time positions over the next two years at an
<br />average wage of $50,000.00. She requested a three -year grant equivalent to 85
<br />percent of the ad valorem taxes on the increase in real and personal property
<br />tax values.
<br />Cabarrus County Economic Development Grant Analysis - Project Print
<br />Chairman Morris opened the public hearing at 7:06 p.m. The Public Hearing
<br />Notice was posted on the County's website ( www.cabarrus county. us ) on May 4,
<br />2016 in accordance with Article 2, Administration, Section 2.1 (Use of
<br />Electronic Means to Provide Public Notices) of the Cabarrus County Code of
<br />Ordinances.
<br />There was no one present to address the Board; therefore, Chairman Morris
<br />closed the public hearing.
<br />Commissioner Mynatt MOVED to approve an Economic Development Grant (3
<br />years, 85 percent) between Project Print and Cabarrus County, and to authorize
<br />the County Manager to execute the Agreement on behalf of the Board, subject to
<br />review or revision by the County Attorney. Vice Chairman Honeycutt seconded
<br />the motion.
<br />Chairman Morris expressed support for the grant.
<br />Following a brief discussion, the MOTION unanimously carried.
<br />Commissioner Shue briefly commented on how these grants benefit the
<br />county.
<br />(G -4) Active Living and Parks - Vietnam Veterans Coalition Monument
<br />for Vietnam Veterans Park
<br />In regards to questions from the work session regarding costs for the
<br />Cabarrus Veteran's Coalition monument proposal, Londa Strong, Active Living and
<br />Parks Director, advised the estimated contractor cost is $10,870.00. She stated
<br />this cost is included in the budget and includes the concrete walkway as well
<br />as the concrete pad.
<br />Robert MacLeod, CVC (Cabarrus Veteran's Coalition), requested the Beards'
<br />consideration for this project and expressed appreciation for the recognition
<br />of the Vietnam Veterans.
<br />A discussion ensued. During discussion, Mr. MacLeod and Mike Murphy,
<br />Active Living and Parks Superintendent, responded to questions from the Board.
<br />Issues addressed included: CVC fundraising efforts; the preferred site location
<br />is waiting approval by Duke Energy; and project donations may be sent to P.Q.
<br />Box 2083, Concord, NC 28026.
<br />UPON MOTION of Commissioner Poole, seconded by Commissioner Shue and
<br />unanimously carried, the Board moved to proceed with the Vietnam Veterans
<br />Coalition Monument project, authorizing staff to administer contracts and budget
<br />amendments as necessary for an amount up to $15,000.00 from the IAM budget or
<br />Commissioner Contingency as needed; and pending approval from Duke Energy or an
<br />appropriate alternate location at the park.
