Funds appropriated in the FY <br />2015 -2016 Budget and encumbered on June 30, 2016 shall be authorized as <br />part of the Budget Appropriation by adoption of this Budget Ordinance. <br />Adopted this the 20th day of June, 2016. <br />/s/ Stephen M. During discussion, Fire Marshal, Steve Langer, and <br />Mr. Bergeron responded to questions from the Board. <br />Chairman Morris stated the motion on the table maintains the current tax <br />rate for all the fire districts, except for Midland (2 -cents increase) and Odell <br />(2 -cents increase), with Northeast remaining at its current tax rate. <br />Commissioner Poole proposed an amendment to the MOTION to include the 2- <br />cents fire tax rate increase for the Northeast VFD for the purpose of purchasing <br />a tanker, as they requested and staff recommended. <br />Susan Fearrington, Finance Director, clarified the tax rate increase <br />requests are 1 -cent for Odell and 1.6 -cents for Midland. <br />Richard Koch, County Attorney, advised, according to parliamentary <br />procedure, a motion cannot be amended in a manner that has the opposite effect <br />of the original motion. <br />The original MOTION failed, with Commissioner Shue voting for and Chairman <br />Morris, Vice Chairman Honeycutt and Commissioners Mynatt and Poole voting <br />against. <br />Commissioner Mynatt MOVED to approve the fire district tax rates including <br />the following tax rate increases with Midland at 1.6- -cents, Odell at 1 -cent and <br />Northeast at 2- cents. Commissioner Poole seconded the motion. <br />Chairman Morris clarified the motion also includes setting the current <br />tax rates for the other fire districts. <br />The MOTION carried, with Chairman Morris, Vice Chairman Honeycutt and <br />Commissioners Mynatt and Poole voting for and Commissioner Shue voting against. <br />
