June 21, 2016 (Cabarrus Summit) Page 2812 <br />The Board of Commissioners for the County of Cabarrus met for the 2nd <br />Quarter Cabarrus Summit 2016, at the Cabarrus Arena and Events Center in Concord, <br />North Carolina on Tuesday, June 21, 2016, at 6:00 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: Grace M. Mynatt <br />Lynn W. Shue <br />Absent - Commissioner: Elizabeth F. Poole <br />Also present were Mike Downs, County Manager; Pam Dubois, Senior Deputy <br />County Manager; Jonathan Marshall, Deputy County Manager; Kyle Bilafer, Area <br />Manager; and Megan Smit, Clerk to the Board. <br />The following municipal representatives were also present: <br />City of Concord - Brian Hiatt, City Manager; Merl Hamilton, Assistant <br />City Manager;. and Council Members Ella Mae Small and John Sweat. <br />City of Kannapolis - Mike Legg, City Manager. <br />Town of Harrisburg - Steve Sciascia, Mayor; Bobby Williams, Town <br />Administrator; and Council Members Benita Conrad, Christopher Barfield, Chad <br />Baucom, and Jeff Phillips. <br />Town of Midland - Doug Paris, Town Administrator; John Crump, Mayor Pro <br />Tem and Council Member John Crump. <br />Town of Mount Pleasant - Del Eudy, Mayor; Randy Holloway, Town <br />Administrator; and Council Member Warren Chapman. <br />Chairman Morris called the meeting to order at 6:18 p.m. <br />Welcome and Introductory Remarks <br />Chairman Steve Morris welcomed municipal elected officials, city managers, <br />and other guests. <br />Dinner Break <br />Dinner was served at 6:24 p.m. The meeting resumed at 6:53 p.m. <br />Organizational Storytelling <br />Mike Downs, County Manager; Brian Hiatt, City of Concord, City Manager; <br />Randy Holloway, Town of Mount Pleasant, Town Administrator; Mike Legg, City of <br />Kannapolis, City Manager; Doug Paris, Town of Midland, Town Administrator; and <br />Bobby Williams, Town of Harrisburg, Town Administrator, provided updates on <br />their respective FY17 budget processes utilizing organizational storytelling <br />techniques. <br />T ; ........... -- <br />Attendees participated in discussion on topics assigned to each table. <br />The discussion topics included: what's new in your municipality this year, what <br />stories do your residents need to hear, what was most surprising during the <br />budget process, biggest changes coming to your community in the next five years, <br />and how the vision for your community is reflected in your FY17 budget. <br />Each group selected a spokesperson from their table to report the group's <br />response_ <br />Closing <br />In closing, Chairman Morris thanked attendees for their time and <br />participation. <br />(M) ADJOURN <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the meeting adjourned at 8:15 p.m. <br />Megan Smit, Jerk to the Board <br />
