August 1, 2016 (Work Session) Page 2844 <br />The following representatives from the Concord City Council were present: <br />Mayor Scott Padgett and Mayor Pro -Tem Alfred Brown, Jr.; and Council Members <br />Lamar Barrier, Brian King, Jennifer Parsley and Ella Mae Small. <br />The following representatives from City of Concord staff were present: <br />Brian Hiatt, City Manager; Merl Hamilton, Deputy City Manager; Lloyd Payne, <br />Assistant City Manager; Valerie Kolczynski, City Attorney; Kim Deason, City <br />Clerk; Margaret Pearson, Planning and Neighborhood Development Services <br />Director; and Steve Osborne, Deputy Planning and Neighborhood Services <br />Development Director. <br />Also present were Jason Epley, Benchmark Planning; Dan Douglas, Benchmark, <br />Director of Urban Design; Tanner Dudley, DFI Project Manager, UNC School of <br />Government (SOG); and Christy Raulli, DFI Associate Director, UNC SOG. <br />Chairman Morris welcomed Concord City Council members, staff and other <br />guests. <br />Concord Mayor Scott Padgett thanked the Board for the opportunity to <br />present Concord's Downtown Master Plan. <br />Steve Osborne, Deputy Planning Director, provided an introduction and <br />overview of the Downtown Master Plan. Jason Epley, Benchmark Planning, provided <br />details on the planning process and project development. Dan Douglas, Director <br />of Urban Design, Benchmark Planning, presented an overview of Concord's Downtown <br />Master Plan. <br />There was discussion throughout the presentation_ Mayor Padgett advised <br />the plan is still conceptual. <br />Margaret Pearson, Concord Planning and Development Director, stated over <br />a year ago the City of Concord began working with the Development Finance <br />Initiative (DFI) at the University of North Carolina at Chapel Hill School of <br />Government (UNC SOG) on the redevelopment on the Municipal Building and the <br />City Hall Annex. <br />Tanner Dudley, DFI Project Manager, UNC SOG, presented an overview of the <br />proposed redevelopment for the Municipal Building and City Hall Annex, including <br />proposed timelines for development and implementation of the plan. There was <br />discussion throughout the presentation. <br />Following the presentations, there was general discussion with Mr. Dudley <br />responding to questions from the Board. <br />In closing, Chairman Morris thanked attendees for their time and <br />participation. <br />Adjourn <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue, <br />and unanimously carried., the meeting adjourned at 7:33 p.m. <br />Megan 5 't, lerk to the Board <br />
