Head: Susan Fearrington Department: Finance <br />0 Internal Transfer Within Department 'D Transfer Between Departments /Funds 0 Supplemental Request <br />Purpose: This budget amendment records the capital lease for a VHF System upgrade for the following <br />five Fire Departments - Fire Station 3, Midland, Mount Pleasant, Rannapolis, and Weddington. The Refund <br />report is a summary sheet which lists data from each refund request form, along <br />with the justification for the refunds to the taxpayers in accordance <br />with N.C.G.S. 105 -381. <br />Due to the transition of motor vehicles onto the new North Carolina <br />Vehicle Tax System (NCVT'S), motor vehicle - related refunds and releases will <br />begin to be displayed on the new report generated by NCVTS. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Poole <br />and unanimously carried, the Board approved the August, 2016 Refund - Release <br />report as submitted, including the NCVTS Refund Report and, and granted <br />authority to the Tax Collector to process the refunds and releases. The report <br />is hereby incorporated into the minutes by reference and is on file with the <br />Clerk to the Board_ <br />(G) NEW BUSINESS <br />(G -1) Planning and Development - 2015 --2016 HOME Consolidated Annual Performance <br />and Evaluation Report (CAPER) — Public Hearing 6:30 P.M. <br />Kelly Sifford, Planning and Development Director, reported Cabarrus <br />County has participated in the Cabarrus /Iredell /Rowan HOME Consortium for over <br />20 years. She stated one home rehabilitation and one home reconstruction were <br />completed in the fiscal year expending a total $169,525.00. She advised, the <br />County is required to file a Federal CAPER (Consolidated Annual Performance and <br />Evaluation Report) on activities for the grant and hold a public hearing for <br />any comments. <br />Chairman Morris opened the public hearing at 7:20 p.m. The Public Hearing <br />Notice was posted on the County's website ( www.cabarruscounty.us ) on September <br />7, 2016 in accordance with Article 2, Administration, Section 2.1 (Use of <br />Electronic Means to Provide Public Notices) of the Cabarrus County Code of <br />Ordinances. <br />There was no one present to address the Board; therefore, Chairman Morris <br />closed the public hearing. <br />No further action was required of the Board. <br />(G -2) Planning and Development - Cold Springs Road Street Name Change - Public <br />Hearing 6:30 P.M. <br />Susie Morris, Planning and Development Manager, reported in the past, <br />Cabarrus County E911 Addressing required name changes for duplicate road names, <br />particularly where conflicts occurred. She advised there are two roads in <br />Cabarrus County named Cold Springs Road. One of the roads named Cold Springs <br />Road is located near the center of the county while the other is located on the <br />western border. Due to this duplication of road names, she stated, E911 <br />dispatchers and first - responders are having difficulties locating 911 calls <br />from the Cold Springs Road on the western border of the county. She recommended <br />changing the name of the Cold Springs Road in the western part of the county to <br />Vandora Drive to eliminate some of the confusion for emergency services. <br />Chairman Morris opened the public hearing at 7:22 p.m. The Public Hearing <br />Notice was posted on the County's website ( www.cabarruscounty.us ) on September <br />7, 2016 in accordance with Article 2, Administration, Section 2.1 (Use of <br />Electronic Means to Provide Public Notices) of the Cabarrus County Code of <br />Ordinances. <br />
