This is a three year lease with Motorola and requires two payments done payment in FY2018 and one payment in FY2019). The Refund report is a summary sheet which lists data from each refund request form, along with the justification for the refunds to the taxpayers in accordance with N.C.G.S. 105 -381. Due to the transition of motor vehicles onto the new North Carolina Vehicle Tax System (NCVT'S), motor vehicle - related refunds and releases will begin to be displayed on the new report generated by NCVTS. UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Poole and unanimously carried, the Board approved the August, 2016 Refund - Release report as submitted, including the NCVTS Refund Report and, and granted authority to the Tax Collector to process the refunds and releases. The report is hereby incorporated into the minutes by reference and is on file with the Clerk to the Board_ (G) NEW BUSINESS (G -1) Planning and Development - 2015 --2016 HOME Consolidated Annual Performance and Evaluation Report (CAPER) — Public Hearing 6:30 P.M. Kelly Sifford, Planning and Development Director, reported Cabarrus County has participated in the Cabarrus /Iredell /Rowan HOME Consortium for over 20 years. She stated one home rehabilitation and one home reconstruction were completed in the fiscal year expending a total $169,525.00. She advised, the County is required to file a Federal CAPER (Consolidated Annual Performance and Evaluation Report) on activities for the grant and hold a public hearing for any comments. Chairman Morris opened the public hearing at 7:20 p.m. The Public Hearing Notice was posted on the County's website ( www.cabarruscounty.us ) on September 7, 2016 in accordance with Article 2, Administration, Section 2.1 (Use of Electronic Means to Provide Public Notices) of the Cabarrus County Code of Ordinances. There was no one present to address the Board; therefore, Chairman Morris closed the public hearing. No further action was required of the Board. (G -2) Planning and Development - Cold Springs Road Street Name Change - Public Hearing 6:30 P.M. Susie Morris, Planning and Development Manager, reported in the past, Cabarrus County E911 Addressing required name changes for duplicate road names, particularly where conflicts occurred. She advised there are two roads in Cabarrus County named Cold Springs Road. One of the roads named Cold Springs Road is located near the center of the county while the other is located on the western border. Due to this duplication of road names, she stated, E911 dispatchers and first - responders are having difficulties locating 911 calls from the Cold Springs Road on the western border of the county. She recommended changing the name of the Cold Springs Road in the western part of the county to Vandora Drive to eliminate some of the confusion for emergency services.
