September 19, 2016 (Regular Meeting) Page 2875 <br />WHEREAS, members of the community, media and law enforcement came together <br />in partnership to begin the effort of providing crime - solving assistance to law <br />enforcement 40 years ago, and the first Crime Stoppers program was born on <br />September 8, 1976 in Albuquerque, New Mexico after the armed robbery of a <br />Phillips 66 gas station; and <br />WHEREAS, Crime Stoppers pays cash rewards for information leading to the <br />arrest of criminals and the recovery of stolen property and illegal drugs while <br />providing confidentiality and maintaining the caller's anonymity; and <br />WHEREAS, Crime Stoppers has proven that citizen involvement is a powerful <br />weapon in combating and solving crime and can be used effectively to enhance <br />the efforts of local law enforcement; and <br />WHEREAS, Cabarrus County Crime Stoppers started in 2003, and since then, <br />has received 174 tips leading to arrests and has paid out $10,560 in rewards; <br />and <br />WHEREAS, Cabarrus County Crime Stoppers benefits citizens and businesses <br />throughout Cabarrus County and its municipalities through partnerships with <br />citizens and local law enforcement agencies. <br />NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners do hereby proclaim the month of September 2016 as <br />CRIME STOPPERS MONTH <br />in Cabarrus County and urge citizens to be vigilant and share information <br />regarding crimes with Crime Stoppers and local law enforcement to help keep our <br />communities safe. <br />Adopted this the 19th day of September, 2016. <br />/s/ Stephen M. Morris, Chairman <br />Cabarrus County Board of Commissioners <br />(D) INFORMAL COMMENTS <br />Chairman Morris opened the meeting for Informal Public Comments at 7.15 <br />p.m. He stated each speaker would be limited to three minutes. <br />Ms. Karen Parker, resident of 5610 Cold Springs Road in Charlotte, <br />requested clarity in regards to the Cold Springs Road name change. <br />Chairman Morris responded to her question and advised the purpose of the <br />name change is to eliminate confusion for emergency services. <br />With there being no one else to address the Board, Chairman Morris closed <br />that portion of the meeting. <br />(E) OLD BUSINESS <br />None. <br />(F) CONSENT <br />(F -1) ALP- A reement with NC Wildlife Commission for Rob Wallace Park <br />The North Carolina Wildlife Resource Commission (NCWRC) has agreed to <br />design and construct a universally accessible fishing pier at the pond on Phase <br />1 property at Rob Wallace Park. NCWRC met with Kyle Bilafer, Area Manager, and <br />Active Living and Parks Department staff on site to review the site and project. <br />Highlights of the agreement include the following: <br />NCWRC will serve as the manager of the construction project, apply for <br />and comply with permits, provide construction drawings of the fishing pier for <br />review and approval from the County, provide all construction materials and <br />labor, and be responsible for future necessary repairs to major infrastructure <br />for the fishing pier. Additionally, NCWRC will provide an informational kiosk <br />and stock the pond with sport fish. <br />Cabarrus County will be responsible to design and construct a universally <br />accessible approach walkway to the fishing pier (part of Phase 1 project), <br />
