<br />The Board of Commissioners for the County of Cabarrus met for the 3rd
<br />Quarter Cabarrus Summit 2016, at Kannapolis City Hall, Laureate Center in
<br />Kannapolis, North Carolina on Thursday, September 22, 2016, at 6 :00 p.m.
<br />Present - Chairman: Stephen M. Morris
<br />Commissioners: Grace M. Mynatt
<br />Elizabeth F. Poole
<br />Lynn W. Shue
<br />Absent - Vice Chairman: Diane R. Honeycutt
<br />Also present were Mike Downs, County Manager; Richard Koch, County
<br />Attorney; Pam Dubois, Senior Deputy County Manager; Kyle Bilafer, Area Manager;
<br />Megan Smit, Clerk to the 3oard; Kasia Thompson, Communications and Outreach
<br />Manager; and Emery Ortiz, Library Director.
<br />The following municipal representatives were also present:
<br />City of Concord - Scott Padgett, Mayor; Brian Hiatt, City Manager; Merl
<br />Hamilton, Assistant City Manager; and Council Members Al Brown, Jennifer
<br />Parsley, Sam Leder, John Sweat and Ella Mae Small.
<br />City of Kannapolis - Darrell Hinnant, Mayor; Mike Legg, City Manager;
<br />Eddie Smith, Assistant City Manager; Annette Privette - Keller, Communications
<br />Director; Irene Sacks, Economic Development Director; Zac Gordon, Planning
<br />Director and Council Members Roger Haas, Darrell Jackson, Tom Kincaid and Diane
<br />Berry.
<br />Town of Harrisburg - Steve Sciascia, Mayor; Lee Connor, Interim Town
<br />Administrator; and Council Members Benita Conrad, Chad Baucom, Jeff Phillips
<br />and Christopher Barfield.
<br />Town of Midland - John Crump, Mayor Pro Tem.
<br />Town of Mount Pleasant - Del. Eudy, Mayor; Randy Holloway, Town
<br />Administrator; and Council Members Justin Simpson and Warren Chapman.
<br />Chairman Morris called the meeting to order at 6:11 p.m.
<br />Welcome and Introducto=y Remarks
<br />Chairman Steve Morris welcomed municipal elected officials, city managers
<br />and other guests. Kannapolis Mayor, Darrell Hinnant, welcomed those in
<br />attendance to the City of Kannapolis.
<br />Dinner Break
<br />Dinner was served at 6:24 p.m. The meeting resumed at 6 :58 p.m.
<br />Master Planning Spotlight
<br />Mike Legg, City Manager, presented a PowerPoint presentation outlining
<br />the City of Kannapolis Downtown Master Plan. The presentation included the
<br />following topics: history, market analysis, public and private investment,
<br />return on investment dollars, next steps, estimated project timeline, etc.

<br />questions from the group.
<br />Legg and Mayor Hinnant responded to
<br />Closing
<br />In closing, Chairman Morris thanked attendees for their time and
<br />participation.
<br />Adjourn
<br />UPON MOTION of Chairman Morris, seconded by Commissioner Shue and
<br />unanimously carried, the meeting adjourned at 7:31 p.m.
