October 17, 2016 (Regular Meeting) Page 2899 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Multipurpose Room at the Cabarrus County Governmental Center in <br />Concord, North Carolina on Monday, October 17, 2016, at 6:30 p.m. <br />Present -- Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: Grace M. Mynatt <br />Lynn W. Shue <br />Absent - Commissioner: Elizabeth F. Poole <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; Kyle Bilafer, Area Manager and Megan Smit, Clerk to the Board. <br />Chairman Morris called the meeting to order at 6:30 p.m. <br />The Mecklenburg County Young Marines led the Pledge of Allegiance_ <br />Reverend Daniel Wilson from Boger's Chapel United Methodist Church <br />delivered the invocation. <br />APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the minutes of September 6, 2016 <br />(Work Session) ; September 19, 2016 (Regular Meeting) and September 22, 2016 <br />(Cabarrus Summit) as presented. <br />(D) APPROVAL OF THE AGENDA <br />Chairman Morris reviewed the following changes to the Agenda. <br />Additions: <br />Closed Session <br />L -1 Closed Session - Pending Litigation, Acquisition of Real Property and <br />Personnel <br />Supplemental Information: <br />Reports <br />I-4 Finance - Monthly Financial Update <br />• Report <br />Updated; <br />Consent <br />F -2 County Manager - Cabarrus County Personnel Ordinance Revision. <br />Commissioner Shue MOVED to approve the Agenda as amended. Commissioner <br />Mynatt seconded the motion. <br />Mike Downs, County Manager, reported that additional information <br />regarding the Retiree Health Insurance portion of the Personnel Ordinance <br />Revision will be available at a future meeting. <br />The MOTION unanimously carried. <br />Chairman Morris recognized and introduced, Macie Eury, A.L. Brown High <br />School student, who was in attendance. <br />C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Planning and Development - Weatherization Day Proclamation <br />Chairman Morris read the proclamation aloud. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board adopted the following proclamation. <br />Proclamation No. 2016 -18 <br />Proclamation of Weatherization Day 2016 <br />Whereas, October is National Energy Awareness Month, and October 30 is <br />designated as National Weatherization Day; and <br />
