October 17, 2016 (Regular Meeting) Page 2920 <br />accepted scientific samples for drug and alcohol testing under the circumstances <br />described in the Policy, and I hereby consent to such testing. <br />Failure of a drug or alcohol test, my refusal to submit to drug or alcohol tests <br />under the circumstances set forth in the Policy, violation of the items listed <br />in the "PROHIBITED ACTS" section of the Policy and other provisions of the <br />Policy, and certain other occurrences described in the Policy may result in <br />disciplinary action, up to and including dismissal, as described in the Policy. <br />The Policy may be modified at any time and in any way at the discretion of <br />CABARRUS COUNTY GOVERNMENT and will become effective immediately upon posting <br />of a notice indicating to me the changes made therein. <br />The Policy is not a contract of employment with CABARRUS COUNTY GOVERNMENT but <br />compliance with its terms and conditions is a condition to my employment and <br />continued employment with CABARRUS COUNTY GOVERNMENT. <br />(F -6) Sheriff's Office - Approve Bid Award with Hilbish Motor Company for 4 <br />Ford Utility Police Interceptor Vehicles <br />The Cabarrus County Sheriff's Office budgeted $116,000.00 for four (4) <br />Ford Utility Police Interceptor Vehicles for FY 2017. A RFB (Request for Bids) <br />was advertised for a Ford Utility Police Vehicle. <br />The bid from Hilbish Motor Company in Kannapclis, NC was $27,515.72 <br />each. Two other bids came in from Clinton Ford in Clinton, NC for $28,429.00 <br />each and Hall Ford in Virginia Beach, VA for $29,337.00 each. The Sheriff's <br />Office is requesting to award the bid to Hilbish Ford and to purchase 4 Utility <br />Police Interceptor Vehicles at a cost of $110,062.88. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board approved the bid award with Hilbish Motor Company <br />and authorized the Cabarrus County Sheriff's Office to purchase 4 Ford Utility <br />Police Interceptor Vehicles for a cost of $110,062.88. <br />(F -7) Sheriff's Office - Donation of Patrol Car to Concord High School <br />The Sheriff's Office is requesting the donation of a surplus patrol car <br />to Concord High School for use in their Law Enforcement Program. The vehicle <br />requested for donation is a 2011 Ford Crown Vic, Asset # 8241, VIN <br />2FABP7BV6BX13949B. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board adopted the resolution to donate the 2011 Crown <br />Vic, Asset # 8241, VIN: 2FAB27BV6BX139498. <br />Resolution No. 2016 -14 <br />Resolution Authorizing Donation of Personal Property <br />(Surplus Patrol Car) <br />WHEREAS, Cabarrus County is the owner of a patrol car unit that has been <br />declared surplus based on mileage and hours of use; and <br />WHEREAS, N.C. Gen. Stat. § 16CA -280 permits the County to donate personal <br />property to other governmental units as defined in N.C. Gen. Stat. § 160A- <br />274(a); and <br />WHEREAS, Cabarrus County Schools has requested the surplus unit for use <br />in the Concord High School Law Enforcement Program; <br />THEREFORE, THE CABARRUS COUNTY BOARD OF COMMISSIONERS RESOLVES THAT; <br />1. The County Commissioners authorize the donation of the patrol car unit <br />to the requesting governmental unit per the requirements of N.C. Gen. <br />Stat. § 160A -280; and <br />2.
