November 7, 2016 (Work Session) Page 2940 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Monday, November ', 2016 at 4:CC p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: Grace M. Mynatt <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; Kyle Bilafer, Area Manager and Megan Smit, Clerk to the Board. <br />Commissioner Poole arrived at 4:05 p.m. She left the meeting at 6:27 <br />p.m., directly after the motion to go into closed session. She did not return <br />for the remainder of the meeting. <br />Call to Order <br />Chairman Morris called the meeting to order at 4:02 p.m. <br />Approval of Agenda <br />Chairman Morris presented the following changes to the Agenda: <br />Additions: <br />Closed Session <br />6.1 Closed Session - Pending Litigation, Economic Development and Acquisition <br />of Real Property <br />Supplemental: <br />Discussion Items - No Action <br />3.1 DHS - Transportation Grant Planning <br />• Capacity spreadsheet <br />Discussion Items for Action at November 21, 2016 Meeting <br />4.12 County Manager - Request to Lease Area Adjacent to Concord Library <br />• Additional detail <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the Agenda as amended. <br />Discussion Items - No Action <br />DHS - Transportation Grant, Planning <br />Ben Rose, Human Services Director, requested guidance and direction from <br />the Board regarding the administration of certain grants, especially within the <br />Rural Operating Assistance Program (ROAD) and Aging. He stated the <br />Transportation Division is seeking ways to streamline services, improve <br />efficiencies and decrease county costs within these programs, especially within <br />the Elderly and Handicapped Program that has seen substantial growth over the <br />past two years. <br />Commissioner Poole arrived at 4:05 p.m. <br />Additionally, Mr. Rose stated the Cabarrus County Transportation Services <br />(CCTS) would like to reduce /eliminate the dependency of contracted <br />transportation within these areas, as the capacity and budget is maximized for <br />these services. He further stated that several options have been developed to <br />show the impact to clientele and the budget. <br />Suzanne Moose, Assistant Human Services Director, presented a PowerPoint <br />presentation titled Cabarrus County Human Services Transportation. It provided <br />an analysis of budgeted expenditures and costs. There was discussion during <br />the presentation. During discussion, Ms. Moose, Mr. Rose and Bob Bushey, <br />Transportation Manager, responded to a variety of questions from the Board. <br />Commissioner Shue left the meeting at 4:22 p.m. He returned at 4:29 p.m. <br />Following the presentation, discussion continued. Based upon the Board's <br />feedback, proposals for usage of the grant funds will be presented next month <br />for the Board's consideration and approval. <br />Discussion Items for Action at November 21, 2016 Meeting <br />
