November 21, 2016 (Regular Meeting) Page 2962 <br /> Jonathan Marshall, Deputy County Manager, stated although the public <br /> hearing did not require action, the terms of the purchase of the property <br /> purchases do require Board action. <br /> UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br /> unanimously carried, the Board approved the property purchases based on the <br /> general terms outlined with authorization for the County Manager to finalize <br /> those purchases subject to review and revision by the County Attorney. <br /> (G-3) Economic Development Investment - Project Linder - Public Hearing 6:30 <br /> P.M. <br /> Leann Nixon, Cabarrus Economic Development Corporation (EDC) , Existing <br /> Industry Project Manager, presented a request for an economic <br /> development investment agreement for Project Linder pursuant to North Carolina <br /> General Statute 158.7.1. She stated Project Linder proposes to construct a <br /> 39, 000 square foot facility mixed with Class A office space in Cabarrus County, <br /> with a projected investment of approximately $7. 6 million in real and personal <br /> property. Project Linder anticipates locating their regional headquarters in <br /> this facility and estimates the creation of 75 new jobs with a $73,246.23 <br /> average annual wage. During discussion, Ms. Nixon and Richard Koch, <br /> County Attorney, responded to questions from the Board. <br /> Chairman Morris opened the public hearing at 7:35 p.m. The Public Hearing <br /> Notice was posted on the County's website (www.cabarrus county.us) on November <br /> 10, 2016 in accordance with Article 2, Administration, Section 2.1 (Use of <br /> Electronic Means to Provide Public Notices) of the Cabarrus County Code of <br /> Ordinances. <br /> There was no one present to address the Board; therefore, Chairman Morris <br /> closed the public hearing. <br /> Vice Chairman Honeycutt MOVED to approve an economic development <br /> investment agreement ($500 per new job created) between Project Linder and <br /> Cabarrus County, and to authorize the County Manager to execute the Agreement <br /> on behalf of the Board, subject to review or revision by the County Attorney. <br /> Commissioner Mynatt seconded the motion. <br /> Following a brief discussion, the MOTION unanimously carried. <br /> (G-4) County Manager - KCS Capital Funding Request <br /> Note: This item was tabled. <br /> (G-5) County Manager - Request to Lease Area Adjacent to Concord Library <br /> Jonathan Marshall, Deputy County Manager, advised The Board discussed <br /> this request in 2015 and a draft lease was prepared. Since then, he advised, <br /> the adjacent property owner has renewed their request. Mr. Marshall reported <br /> attempts to reach the property owner regarding the additional information <br /> needed, but a response was not received. He requested the Board table the item <br /> until the December regular meeting. <br /> UPON MOTION, of Chairman Morris, seconded by Commissioner Shue and <br /> unanimously carried, the Board tabled "County Manager - Request to Lease Area <br /> Adjacent to Concord Library" until the December 19, 2016 regular meeting. <br /> (G-6) IAM - Downtown Parking Deck Design Contract <br /> Kyle Bilafer, Area Manager, reported Morris-Berg Architects, Inc. was <br /> awarded the feasibility study and design services for the downtown Concord <br /> parking deck in February 2016. Since then, he stated, Morris-Berg has completed <br /> the bulk of the feasibility study and has proposed the actual design, bidding <br /> and construction administration phases of the project.
