<br /> Quarter Cabarrus Summit 2016, at Concord City Hall in Concord, North Carolina
<br /> on Thursday, December 15, 2016, at 6:0D p.m.
<br /> Present - Chairman: Stephen M. Morris
<br /> Vice Chairman: Diane R. Honeycutt
<br /> Commissioners: Grace M. Mynatt
<br /> Elizabeth F. Poole
<br /> Lynn W. Shue
<br /> Also present were Mike Downs, County Manager; Richard Koch, County
<br /> Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy
<br /> County Manager; Kyle Bilafer, Area Manager; Megan Smit, Clerk to the Board;
<br /> Kasia Thompson, Communications and Outreach Manager; and Michael Miller,
<br /> Infrastructure and Asset Management Director.
<br /> The following municipal representatives were also present:
<br /> City of Concord - Scott Padgett, Mayor; Brian Hiatt, City Manager; Merl
<br /> Hamilton, Assistant City Manager; Lloyd Payne, Assistant City Manager; and
<br /> Council Members Lamar Barrier, Al Brown, Jennifer Parsley, Sam Leder, John
<br /> Sweat, Ella Mae Small and Brian King.
<br /> City of Kannapolis - Darrell Hinnant, Mayor; Mike Legg, City Manager; and
<br /> Council Members Roger Haas, Darrell Jackson, Tom Kincaid and Diane Berry.
<br /> Town of Harrisburg - Steve Sciascia, Mayor; Haynes Hrigman, Town Manager;
<br /> Amber Herlocker, Interim Communications Director and Council Members Benita
<br /> Conrad, Chad Baucom, Jeff Phillips and Christopher Barfield.
<br /> Town of Mount Pleasant - Del Eudy, Mayor; Randy Holloway, Town
<br /> Administrator; and Council Members Justin Simpson, Steve Ashby, Warren Chapman

<br /> Chairman Morris called the meeting to order at 6: 10 p.m.
<br /> Welcome and Introductory Remarks
<br /> Chairman Steve Morris welcomed municipal elected officials, city managers
<br /> and other guests. Concord Mayor, Scott Padgett, welcomed those in attendance
<br /> to the City of Concord.
<br /> Dinner Break
<br /> Dinner was served at 6: 19 p.m. The meeting resumed at 7:05 p.m.
<br /> Concord Downtown Master Plan
<br /> Brian Hiatt, City Manager, presented a PowerPoint presentation outlining
<br /> the Concord Downtown Master Plan.
<br /> Transit Study
<br /> Mike Downs, County Manager, shared brief comments on possible involvement
<br /> in an upcoming transit study.
<br /> Expansion of Local Government Participation in NC State Health Plan for Teachers
<br /> and State Employees
<br /> Commissioner Poole presented a PowerPoint presentation reviewing the
<br /> expansion of the State health plan to enroll additional local government
<br /> participants. The presentation included the following topics: an overview of
<br /> the expansion, relevant session law, an enrollment summary, next steps, etc.
<br /> She advised on contact information for municipalities who would like additional
<br /> information.
<br /> Closing
<br /> In closing, Chairman Morris thanked attendees for their time and
<br /> participation.
<br /> Closed Session - Economic Development
<br /> UPON MOTION of Chairman Morris, seconded by Vice Chairman Honeycutt and
<br /> unanimously carried, the Board moved to go into a joint closed session with the
