December 19, 2016 (Regular Meeting) Page 2983 <br /> (F-4) County Manager - Centralina Council of Governments Projects and <br /> Commissions <br /> The Centralina Council of Governments (CCOG) has requested participation <br /> from Cabarrus County in three areas. The first area is with their Centralina. <br /> Economic Development Commission (CEDC) . There is a CEDC Question and Answer <br /> attached to provide background on the commission. Cabarrus County has <br /> participated in past years on this commission but dropped that membership when <br /> CLOG membership was not continued. The dues calculation for the region is also <br /> attached and those annual dues would be $6, 000. 00 ($3, 000. 00 for the remainder <br /> of this fiscal year) for the County. A representative to the CEDC would also <br /> need to be appointed and it is recommended that a staff member of Cabarrus <br /> Economic Development Corporation (EDC) be considered for that. <br /> Centralina has also requested additional participation in the Freight <br /> Mobility Study. The County is already participating through a matching share <br /> as part of the Metropolitan Planning Organization. The County's part of that <br /> match is $780.00. Centralina has requested $5,000.00 in funding from the County. <br /> If the Board chooses to fund the request, it is recommended the previous $780.00 <br /> be subtracted. <br /> The final project for which they are requesting participation is the <br /> update to the Comprehensive Economic Development Strategy (CEDS) . They have <br /> invited the Deputy County Manager and a representative from Cabarrus EDC to <br /> serve on the Advisory Committee. There is no cost for this participation. <br /> UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br /> unanimously carried, the Board approved funding in the amount of $3, 000.00 for <br /> half fiscal year membership on Centralina Economic Development Commission and <br /> a $4, 220.00 contribution to the continued development and implementation of the <br /> Freight Mobility Study. <br /> UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br /> unanimously carried, the Board appointed the County Manager as the Cabarrus <br /> County representative to the Centralina Economic Development Commission. <br /> (F-5) County Manager - Reallocation of Funds for Cabarrus County Schools and <br /> Kannapolis City Schools <br /> Each year the school systems receive their funding based on average daily <br /> membership (ADM) supplied to the County every April. These figures are used to <br /> allocate the new monies requested by the school districts as well as the <br /> cumulative funds. <br /> Also each year, contingency funds are held for state salary match and <br /> second month count of charter school students. <br /> UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br /> unanimously carried, the Board adopted the following budget amendment. <br /> Date: 12/19/2016 Amount: $1,255,000 <br /> Dept. There have been some changes particularly to infrastructure <br /> needed for development of future phases. At the work session, staff provided <br /> an update on construction and cost for the park. <br /> UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br /> unanimously carried, the Board adopted the related project budget ordinance for <br /> Rob Wallace Park. <br /> Ordinance No. 2016-56 <br />
