December 19, 2016 (Regular Meeting) Page 2983 (F-4) County Manager - Centralina Council of Governments Projects and Commissions The Centralina Council of Governments (CCOG) has requested participation from Cabarrus County in three areas. The first area is with their Centralina. Economic Development Commission (CEDC) . There is a CEDC Question and Answer attached to provide background on the commission. Cabarrus County has participated in past years on this commission but dropped that membership when CLOG membership was not continued. The dues calculation for the region is also attached and those annual dues would be $6, 000. 00 ($3, 000. 00 for the remainder of this fiscal year) for the County. A representative to the CEDC would also need to be appointed and it is recommended that a staff member of Cabarrus Economic Development Corporation (EDC) be considered for that. Centralina has also requested additional participation in the Freight Mobility Study. The County is already participating through a matching share as part of the Metropolitan Planning Organization. The County's part of that match is $780.00. Centralina has requested $5,000.00 in funding from the County. If the Board chooses to fund the request, it is recommended the previous $780.00 be subtracted. The final project for which they are requesting participation is the update to the Comprehensive Economic Development Strategy (CEDS) . They have invited the Deputy County Manager and a representative from Cabarrus EDC to serve on the Advisory Committee. There is no cost for this participation. UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and unanimously carried, the Board approved funding in the amount of $3, 000.00 for half fiscal year membership on Centralina Economic Development Commission and a $4, 220.00 contribution to the continued development and implementation of the Freight Mobility Study. UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and unanimously carried, the Board appointed the County Manager as the Cabarrus County representative to the Centralina Economic Development Commission. (F-5) County Manager - Reallocation of Funds for Cabarrus County Schools and Kannapolis City Schools Each year the school systems receive their funding based on average daily membership (ADM) supplied to the County every April. These figures are used to allocate the new monies requested by the school districts as well as the cumulative funds. Also each year, contingency funds are held for state salary match and second month count of charter school students. There have been some changes particularly to infrastructure needed for development of future phases. At the work session, staff provided an update on construction and cost for the park.
