December 19, 2016 (Regular Meeting) Page 2986 <br /> The Work First Block Grant Plan includes descriptions of strategies to <br /> achieve the measurable statewide outcome goals and performance measures <br /> contained in the October 1, 2014-September 30, 2016, NC Temporary Assistance <br /> for Needy Families State Plan (Work First program) . <br /> The Work First program promotes a strengths-based, family-centered <br /> practice approach. Work First provides parents with short-term training and <br /> other services to help them become employed and move toward self-sufficiency. <br /> Work First emphasizes three strategies: <br /> 1. Diversion: Keeping families off welfare by helping them cope with <br /> unexpected emergencies or setbacks. <br /> 2. Work: Shortening the length of time that families are on Work First <br /> by making work mandatory and by limiting how long a family can receive <br /> cash assistance. <br /> 3. Retention: Helping .families to stay off Work First by encouraging them <br /> to save money and by helping to make sure that really are better off <br /> working than on Work First. <br /> Work First services are delivered by the Department of Human <br /> Services . The plan has been reviewed by the DHS advisory board. <br /> UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br /> unanimously carried, the Board approved the January 1, 2017 Work First Block <br /> Grant Plan. <br /> (F-8) Infrastructure and Asset Management - Surplus and Sale of Property <br /> Cabarrus County owns the property located at 2323 Concord Lake Road in <br /> Concord, NC (PIN # 56223335290000) . The County has determined that the building <br /> cannot be utilized for County operations and recommends declaring the property <br /> as surplus and authorizing its disposition in accordance with the County's <br /> policy. In this case, disposition includes selling the property for the <br /> proposed sales price recommended by the County's contracted real estate services <br /> firm. <br /> UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br /> unanimously carried, the Board approved the recommended listing price for 2323 <br /> Concord lake Road in accordance with the related supporting documentation. <br /> (F-9) Salisbury-Rowan Community Action Agency, Inc. - Presentation of FY17-18 <br /> Application for Fu ding <br /> Representatives from the Salisbury-Rowan Community Action Agency, Inc. <br /> (SRCCA) presented their FY2017-18 Application for Funding at the work <br /> session. This agency provides services for economically disadvantaged citizens <br /> in Cabarrus and Rowan counties. <br /> UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br /> unanimously carried, the Board acknowledged receipt of the SRCAA' s FY 2017-18 <br /> Community Services Block Grant funding application. <br /> (F-10) Tax Administration - Refund and Release Report - November 2016 <br /> The Release Report contains taxpayers' names, bill numbers, valuations, <br /> tax amounts, along with the justifications for releasing the valuation/tax <br /> amounts for outstanding levies in accordance with N.C.G.S. 105-381. The Refund <br /> report is a summary sheet which lists data from each refund request form, along <br /> with the justification for the refunds to the taxpayers in accordance <br /> with N.C.G.S. 105-381. <br /> Note: Due to the transition of motor vehicles onto the new North Carolina <br /> Vehicle Tax System (NCVTS) , motor vehicle-related refunds and releases will <br /> begin to be displayed on the new report generated by NCVTS. <br /> UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br /> unanimously carried, the Board approved the November, 2016 Refund-Release report <br /> as submitted, including the NCVTS Refund Report, and granted authority to the <br /> Tax Collector to process the refunds and releases. The report is hereby <br /> incorporated into the minutes by reference and is on file with the Clerk to the <br /> Board. <br /> (G) NEW BUSINESS <br />
