January 17, 2017 (Regular Meeting) Page 3004 <br /> The Board of Commissioners for the County of Cabarrus met in regular <br /> session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br /> Center in Concord, North Carolina on Tuesday, January 17, 2017, at 6:30 p.m. <br /> Present - Chairman: Stephen M. Morris <br /> Vice Chairman: Diane R. Honeycutt <br /> Commissioners: F. Blake Kiger <br /> Lynn W. Shue <br /> Elizabeth F. Poole <br /> Also present were Mike Downs, County Manager; Richard M. Koch, County <br /> Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br /> County Manager; Kyle Bilafer, Area Manager; and Megan Smit, Clerk to the Board. <br /> Chairman Morris called the meeting to order at 6:30 p.m. <br /> Girl Scout Junior Troops 1486 and 1581 from New Life Baptist Church <br /> conducted the Flag Ceremony. Scouts participating were. layanna Greer, Simone <br /> Harrison, Ella Fegley, Natalie Brown, Taylor David, Octavia Daye, Tomya Hills <br /> and Kennedi St. John. <br /> Pastor Robert Howard from Miami Baptist Church in Concord delivered the <br /> invocation. <br /> Chairman Morris welcomed Macie Eury, youth commissioner representing A. <br /> L. Brown High School. <br /> Chairman Morris also welcomed Commissioner Kiger to his first regular <br /> meeting as a Board member. <br /> (A) APPROVAL OR CORRECTION OF MINUTES <br /> UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br /> unanimously carried, the Board approved the minutes of the November 21, 2016 <br /> (Regular Session) and December 5, 2016 (Organizational) meeting as presented. <br /> (B) APPROVAL OF THE AGENDA <br /> Chairman Morris reviewed the following changes to the Agenda. <br /> Additions: <br /> New Business <br /> G-4 Emergency Management - Northeast Cabarrus Volunteer Fire Department Tax- <br /> Exempt Financing <br /> Closed Session <br /> L-1 Closed Session - Pending Litigation, Economic Development and Acquisition <br /> of Real Estate <br /> Supplemental Information: <br /> New Business <br /> G-1 Economic Development Investment - Project Fall - Public Hearing 6:30 P.M. <br /> Overview <br /> • Grant Analysis <br /> Reports <br /> 1-4 Finance - Monthly Financial Update <br /> • Report <br /> Moved to February 20, 2017 Meeting: <br /> New Business <br /> G-2 Economic Development Investment -- Project G2 - Public Hearing 6:30 P.M. <br /> UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and <br /> unanimously carried, the Board approved the Agenda as amended. <br /> (C) RECOGNITIONS AND PRESENTATIONS <br /> (C-1) Proclamation - Black HistoEy Month <br /> Chairman Morris read the proclamation aloud. <br /> UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Kiger <br /> and unanimously carried, the Board adopted the following proclamation. <br /> Proclamation No. 2017-01 <br />
