<br /> There was discussion during and following the presentation. Jay White,
<br /> Department of Human Services Counsel, arrived following the conclusion of the
<br /> presentation during discussion. Mr. White and Ms. Yost responded to a variety
<br /> of questions from the Board.
<br /> Infrastructure and Asset Management - Courthouse Master Plan Update
<br /> Kyle Bilafer, Area Manager, and Dan Mace, Moseley Architects, presented
<br /> an update of the Courthouse Master Plan. Block diagrams of proposed floor plans
<br /> were displayed and reviewed.
<br /> Following the update, a discussion ensued. During the discussion, Mr.
<br /> Bilafer, Mr. Mace and the Honorable Martin B. McGee, Senior Resident Superior
<br /> Court Judge, responded to a variety of questions from the Board.
<br /> BOC - NCACC Video Update
<br /> At the request of the North Carolina Association of County Commissioners
<br /> (NCACC) , the Board viewed a video update.
<br /> Discussion Items for Action at February 20, 2017 Meeting
<br /> CCS - Funding Request for Contingency to Cover Start-Up Costs for the Mount
<br /> Pleasant Middle School Project
<br /> Susan Fearrington, Finance Director, reported Cabarrus County Schools
<br /> (CCS) submitted a request for $71, 164 .00, representing a shortfall from their
<br /> initial request for the remaining portion of the start-up costs for the Mount
<br /> Pleasant Middle School project. She stated contingency funds in the Capital
<br /> Reserve Funds are available for this request.
<br /> A discussion ensued. During discussion, Ms. Fearrington and Pam Dubois,
<br /> Senior Deputy County Manger, responded to questions from the Board. Tim Lowder,
<br /> Cabarrus County Schools (CCS) , Executive Director of Operations, was also in
<br /> attendance.
<br /> CCS - Funding Request for Royal Oaks Elementary School
<br /> Susan Fearrington, Finance Director, reported Cabarrus County School
<br /> (CCS) submitted a request for $472,250.00 to fund the Royal Oaks Elementary
<br /> School start-up expenses ($207,250.00) , the remaining construction by owner
<br /> expenses ($50, 000.00) , remaining engineering ($55, 000.00) and a change order
<br /> for the Arts Magnet program ($160, 000.00) . She requested funding for
<br /> $472, 250.00 from the Capital Reserve Fund.
<br /> A lengthy discussion ensued. During discussion, Tim Lowder, Cabarrus
<br /> County Schools (CCS) , Executive Director of Operations, Pam Dubois, Senior
<br /> Deputy County Manager and Ms. Fearrington responded to questions from the Board.
<br /> KCS - Request for Capital Allotment to Cover Increased Costs of Charter School
<br /> Will Crabtree, Kannapolis City Schools (KCS) , Director of Business
<br /> Operations, and Dr. Chip Buckwell, KCS, Superintendent, presented a request for
<br /> an additional allotment of capital funds in the amount of $601, 800.00 to cover
<br /> the increase in charter school students ($326, 800.00) and the loss of revenues
<br /> ($275, 000.00) due to changes in student growth between the two school districts.
<br /> A discussion ensued. During discussion, Mr. Crabtree and Dr. Buckwell
<br /> responded to questions from the Board.
<br /> KCS - Funding Request for Contingency to Cover Two Change Orders for the
<br /> Kannapolis Middle School Construction Project
<br /> Susan Fearrington, Finance Director, presented a request from Kannapolis
<br /> City Schools (KSC) for two change orders for construction in connection with
<br /> the Kannapolis Middle School project. She advised one change order is for road
<br /> improvements required by the NCDOT (North Carolina Department of Transportation)
