During discussion, Ms. Fearrington responded to <br /> questions from the Board. <br /> Finance - Resolution Declaring Official Intent to Reimburse Expenditures with <br /> Proceeds of Debt Pursuant to U. S. Department of Treasury Regulations <br /> Susan Fearrington, Finance Director, presented a request for the County <br /> purchase of a warehouse on NC Highway 49 and to include it in the debt financing <br /> in the fall. She stated this would allow the County to reimburse itself with <br /> the debt proceeds received in the fall. She further reported she is working <br /> with the bond attorney to prepare all the necessary documents. <br /> Break <br /> The Board took a short break at 5:32 p.m. The meeting resumed at 5:50 <br /> p.m. <br /> Human Resources - Health Plan Renewal for Budget Year 2018 <br /> Lundee Covington, Human Resource Director, provided an update on the <br /> health plan renewal for budget year 2018. She advised costs have increased <br /> significantly. <br /> A discussion ensued. During discussion, Ms. Covington and Johanna Ray, <br /> Health and Wellness Manager, responded to questions from the Board. <br /> Infrastructure and Asset Management - Transfer of Surplus Vehicles to Midland <br /> Fire and Rescue <br /> Michael Miller, Infrastructure and Asset Management Director, reported <br /> Midland Volunteer Fire and Rescue, Inc. requested two surplus vehicles from the <br /> Cabarrus County Sheriff' s Office for their chief officers and administrative <br /> staff to use on errands, community outreach, public relations and training <br /> trips. In his report, Mr. Miller advised County Fleet Maintenance staff has <br /> not yet identified the exact two cars, but has confirmed there will be vehicles <br /> available for surplus at the end of March or early April. <br /> A discussion ensued. During discussion, Kyle Bilafer, Area Manager of <br /> Operations, responded to questions from the Board. <br /> ITS - Storage Area Network Refresh Lease Agreement <br /> Todd Shanley, Deputy Chief Information Officer, presented a request for <br /> a new 36-month lease for a Storage Area Network. He reported the new lease <br /> will provide more storage space and capabilities at a lower cost. <br /> A brief discussion ensued. During discussion, Mr. Shanley responded to <br /> questions from the Board. <br /> Sheriff' s Office - Request to Add a Full-Time Kennel Technician Position at the <br /> Animal Shelter <br /> Paul Hunt, Chief Deputy, Cabarrus County Sheriff' s Office, requested an <br /> additional full-time Kennel Technician position for the Animal Shelter. He <br /> stated the technician would assist with the intake and care of cats and kittens <br /> to help meet State requirements. <br /> Mike Downs, County Manager, advised, if approved, the new position would <br /> be funded with lapse salaries through FY17 and then funded as a new position in <br /> FY18. <br /> A discussion ensued. During discussion, Mr. Downs, Chief Deputy Hunt, <br /> Amy Birchfield, Animal Shelter Manager, and Pam Dubois, Senior Deputy County <br /> Manager, responded to questions from the Board. <br /> County Manager - Access Agreement for Lloyd Garmon Lane <br /> Richard Koch, County Attorney, reported on a request from an owner with <br /> current access of Lloyd Garmon Lane (property owned by Cabarrus County where <br /> Emergency Medical Service (EMS) Station 2 is located) . He stated, currently <br /> EMS, a church and a private residence share access to Lloyd Garmon Road. He <br /> stated the owner of the private residence wants to re-combine two parcels which <br /> would result in a second residence using the road for access. He advised it <br />
