March 20, 2017 (Regular Meeting) Page 3074 <br /> UPON MOTION of Commissioner Shue, seconded by Commissioner Kiger and <br /> unanimously carried, the Board appointed Bernard Felder to the Board of <br /> Equalization and Review as an alternate member to complete an unexpired term <br /> ending June 30, 2018. <br /> (H-3) Appointments - Juvenile Crime Prevention Council (JCPC) <br /> An application to serve on the Juvenile Crime Prevention Council (JCPC) <br /> has been received from Heather Mobley. At its February 15, 2017 meeting, the <br /> JCPC voted to recommend Ms. Mobley be appointed to fill the vacant "Juvenile <br /> Defense Attorney" position. A letter from the JCPC Chair in this regard is <br /> attached. <br /> UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br /> unanimously carried, the Board appointed Heather Mobley to the Juvenile Crime <br /> Prevention Council (JCPC) as the "Juvenile Defense Attorney" representative for <br /> an unexpired term ending June 30, 2017. <br /> (H-4) Appointments - Mental Health Advisory Board <br /> The Board of Commissioners established the Mental Health Advisory Board <br /> on October 17, 2016. Since then, a few organizational meetings have been held, <br /> and with a majority of required applications on file, it is requested to appoint <br /> members to the Cabarrus Mental Health Advisory Board with staggered initial two <br /> and three year terms. <br /> UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Kiger <br /> and unanimously carried, the Board appointed the following individuals to the <br /> Mental Health Advisory Board for two-year terms ending December 31, 2018 : <br /> William Hamby (Local Judge) , Brad Riley (Cabarrus County Sheriff' s Office) , <br /> Woody Chavis (Kannapolis Police Department) , Steve Sciascia (Mayor/City Council <br /> Harrisburg) , Kathy Kitts (Mayor/City Council Midland) , John Basilice (Cabarrus <br /> County Schools) , Reid Thornburg (Cardinal Innovations Healthcare) , Ben Rose <br /> (Department of Human Services) , Tri Tang (Local Providers) , Georgia Lozier (At- <br /> large) , and Gayle Alston (At-large) . By the same motion, the following <br /> individuals were appointed to the Mental Health Advisory Board for three-year <br /> terms ending December 31, 2019: Ashlie Shanley (District Attorney' s Office) , <br /> Catherine Combs (NC DPS - Adult Probation & Department of Juvenile Justice) , <br /> Gary Gacek (Concord Police Department) , Scott Padgett (Mayor/City Council <br /> Concord) , Darrell Hinnant (Mayor/City Council Kannapolis) , Del Eudy (Mayor/City <br /> Council Mount Pleasant) , Jessica Grant (Kannapolis City Schools) , William <br /> Pilkington (Cabarrus Health Alliance) , Rebecca True (Local Providers) , Jon <br /> McKinsey (Local Psychiatrist) , and Alan Thompson (At-large) ; including <br /> exceptions to the "residency" and "service on multiple boards" provision of the <br /> appointment policy as needed. <br /> (H-5) Appointments (Removals) - Nursing Home Community Advisory Committee <br /> Maryam Kazempour' s term on the Nursing Home Community Advisory Committee <br /> ends March 31, 2017 . She is not interested in serving another term. It is <br /> requested to remove her name from the roster. <br /> UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and <br /> unanimously carried, the Board removed Maryam Kazempour from the Nursing Home <br /> Community Advisory Committee roster and thanked her for her service. <br /> (H-6) Appointments - Watershed Improvement Commission <br /> Darrell Furr's term of appointment on the Watershed Improvement Commission <br /> expired February 15, 2017. Mr. Furr has served on the Commission since 2006 <br /> and is willing to be reappointed to another term. An exception to the "length <br /> of service" provision of the Appointment Policy would be needed for him. Aside <br /> from Commission members, there are no other current applications on file. <br /> UPON MOTION of Commissioner Kiger, seconded by Commissioner Shue and <br /> unanimously carried, the Board reappointed Darrell Furr to the Watershed <br /> Improvement Commission for a six-year term ending March 31, 2023; including an <br /> exception to the "length of service" provision of the Appointment Policy. <br /> (I) REPORTS <br /> (I-1) County Manager - Monthly New Development Report <br /> The Board received the monthly new development report for informational <br /> purposes. No action was required of the Board. <br />
