March 23, 2017 (Cabarrus Summit) Page 3076 <br /> The Board of Commissioners for the County of Cabarrus met for the 1St <br /> Quarter Cabarrus Summit 2017, at Cabarrus Arena and Events Center in Concord, <br /> North Carolina on Thursday, March 23, 2017, at 6: 00 p.m. <br /> Present - Chairman: Stephen M. Morris <br /> Vice Chairman: Diane R. Honeycutt <br /> Commissioners: F. Blake Kiger <br /> Elizabeth F. Poole <br /> Lynn W. Shue <br /> Also present were Mike Downs, County Manager; Pam Dubois, Senior Deputy <br /> County Manager; Jonathan Marshall, Deputy County Manager; Kyle Bilafer, Area <br /> Manager; Megan Smit, Clerk to the Board; Susan Fearrington, Finance Director; <br /> Kasia Thompson, Communications and Outreach Manager; and Michael Miller, <br /> Infrastructure and Asset Management Director. <br /> The following municipal representatives were also present: <br /> City of Concord - Brian Hiatt, City Manager; Merl Hamilton, Deputy City <br /> Manager; Lloyd Payne, Assistant City Manager; and Council Members Al Brown, <br /> Jennifer Parsley, Sam Leder, Ella Mae Small and Brian King. <br /> City of Kannapolis - Mike Legg, City Manager; and Council Members Roger <br /> Haas and Tom Kincaid. <br /> Town of Harrisburg - Steve Sciascia, Mayor; Haynes Brigman, Town Manager; <br /> Amber Herlocker, Communications and Public Safety Manager; Mayor Pro-tem Benita <br /> Conrad and Council Members Chad Baucom, Jeff Phillips and Christopher Barfield. <br /> Town of Mount Pleasant - Del Eudy, Mayor; and Council Members Warren <br /> Chapman and Scott Barringer. <br /> Town of Midland - Doug Paris, Town Manager; Mayor Pro-tem John Crump and <br /> Council Member Rich Wise. <br /> Also present was Kevin Leonard, Executive Director, North Carolina <br /> Association of County Commissioners. <br /> Chairman Morris called the meeting to order at 6:09 p.m. <br /> Welcome and Introductory Remarks <br /> Chairman Steve Morris welcomed municipal elected officials, city managers <br /> and other guests. <br /> Updates on Current Events and Impacts <br /> The mayor or town manager from each municipality shared a brief update on <br /> current events in their jurisdiction. <br /> Dinner Break <br /> The Board took a dinner break at 6:28 p.m. The meeting resumed at 7:02 <br /> p.m. <br /> The North Carolina Public School Partnership: Past, Present, and Opportunities <br /> Kevin Leonard, Executive Director, North Carolina Association of County <br /> Commissioners presented a PowerPoint presentation titled "The North Carolina <br /> Public School Partnership: Past, Present, and Opportunities". Prior to his <br /> presentation, Mr. Leonard shared a brief update on the fire that broke out on <br /> March 16th resulting in significant damage to NCACC offices at the Albert Coates <br /> Local Government Center as well as the Quorum Center. <br /> Topics included in his PowerPoint presentation included: <br /> • Public school funding 1958 - 2016 <br /> • History of the North Carolina public school funding partnership <br /> • Details on school funding responsibilities in North Carolina <br /> • State bonds issued for public education 1917-2016 <br /> • Introduction and impacts of the North Carolina Education Lottery <br /> • Review of 2015-2016 Public School Facility Needs Survey findings <br /> • Outstanding State and County debt issued for public school capital <br /> • Growing county participation in current operating expense funding <br />
