March 24, 2017 (Legislative Meeting) Page 3078 <br /> The Board of Commissioners for the County of Cabarrus met for a meeting <br /> with the local legislative representatives in the Multipurpose Room at the <br /> Cabarrus County Governmental Center in Concord, North Carolina on Friday, March <br /> 24, 2017, at 9: 00 a.m. <br /> Present - Chairman: Stephen M. Morris <br /> Vice Chairman: Diane R. Honeycutt <br /> Commissioners: F. Blake Kiger <br /> Lynn W. Shue <br /> Absent - Commissioner Elizabeth F. Poole <br /> Also present were Mike Downs, County Manager; and Megan Smit, Clerk to <br /> the Board. <br /> Representatives Carl Ford, Linda Johnson and Larry Pittman, and Senator <br /> Paul Newton were also present. <br /> Commissioner Poole was unable to attend the meeting due to a work related <br /> scheduling conflict. <br /> Call to Order <br /> Chairman Morris called the meeting to order at 9:05 a.m. and welcomed <br /> attendees to the meeting. <br /> Conduct the Meeting with the Local Legislative Delegation <br /> The following North Carolina Association of County Commissioners (NCACC) <br /> legislative goals were generally discussed: <br /> • Seek legislation to establish a new state-county partnership to address <br /> statewide public school capital challenges--including but not limited <br /> to maintenance, renovation, construction and debt-through a dedicated, <br /> stable funding stream that is consistent from county to county and <br /> sufficient to meet the school facility needs of all 100 counties. <br /> • Seek legislation to repeal the statutory authority under NC G.S. 11SC- <br /> 431 (c) that allows local school boards to file suit against a county <br /> board of commissioners over county appropriations for education. <br /> • Support efforts to preserve and expand the existing local revenue base <br /> of counties, and oppose efforts to divert to the state fees or taxes <br /> currently allocated to the counties to the state. Oppose efforts to <br /> erode existing county revenue streams and authorize local option <br /> revenue sources already given to any other jurisdiction. <br /> • Support increased state funding for transportation construction and <br /> maintenance needs, and support legislation to ensure that the STI <br /> funding formula recognizes that one size does not fit all and that <br /> projects in both rural and urban areas are prioritized and funded. <br /> • Support. legislation and funding to raise the age of juvenile <br /> jurisdiction from 16 to 18 with the exception of felony crimes. <br /> Bills of Interest <br /> The following bills were generally discussed: <br /> • House Bill 13 - A BILL TO BE ENTITLED AN ACT TO MODIFY THE MAXIMUM AVERAGE <br /> CLASS SIZE REQUIREMENTS AND INDIVIDUAL CLASS SIZE REQUIREMENTS FOR <br /> KINDERGARTEN THROUGH THIRD GRADE <br /> • House Bill 81 - A BILL TO BE ENTITLED AN ACT TO ADJUST THE WEIGHTING <br /> ATTRIBUTED UNDER THE TRANSPORTATION INVESTMENT STRATEGY FORMULA TO THE <br /> DEPARTMENT OF TRANSPORTATION' S DIVISION ENGINEERS, THE METROPOLITAN <br /> PLANNING ORGANIZATIONS, AND THE RURAL TRANSPORTATION PLANNING <br /> ORGANIZATIONS, WHEN SELECTING REGIONAL IMPACT AND DIVISION NEED PROJECTS, <br /> AS RECOMMENDED BY THE HOUSE SELECT COMMITTEE ON STRATEGIC TRANSPORTATION <br /> PLANNING AND LONG TERM FUNDING SOLUTIONS <br /> • House Bill 252 - A BILL TO BE ENTITLED AN ACT TO MAKE VARIOUS CHANGES AND <br /> CLARIFICATIONS TO THE .STATUTES GOVERNING THE CREATION AND ENFORCEMENT OF <br /> BUILDING CODES <br /> • House Bill 407 - A BILL TO BE ENTITLED AN ACT TO PROVIDE FOR A REFERENDUM <br /> TO INCREASE THE SIZE OF THE BOARD OF COMMISSIONERS OF CABARRUS COUNTY AND <br />
