April 3, 2017 (Work Session) Page 3086 <br /> WHEREAS, the bill does not provide discretion from local or state oversight <br /> boards to evaluate the quality of the submitted appraisal; and <br /> WHEREAS, counties must provide and bear the cost of hiring mutually agreed upon <br /> appraisers if the county has an exception to order; and <br /> WHEREAS, regarding county exceptions and appeals to the Property Tax Commission, <br /> 5363 directs the Property Tax Commission to modify the appealed appraisal to <br /> the average value provided; and <br /> WHEREAS, 5363 represents a dangerous departure from a procedure that has <br /> historically offered due process and equal protection for taxpayers statewide. <br /> NOW THEREFORE BE IT RESOLVED that the Cabarrus County Board of Commissioners <br /> opposes Senate Bill 363 and hereby requests their local delegation to the North <br /> Carolina General Assembly join them in opposition of this bill. <br /> Adopted this the 3rd day of April, 2017. <br /> /s/ Stephen M. Shue and <br /> unanimously carried, the Board suspended its Rules of Procedure in order to <br /> take action on this item due to time constraints. <br /> UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Kiger <br /> and unanimously carried, the Board adopted the Fair Housing Month proclamation. <br /> Proclamation No. 2017-03 <br /> CABARRUS COUNTY BOARD OF COMMISSIONERS <br /> PROCLAMATION <br /> WHEREAS, April 11, 2017, marks the 49th anniversary of the passage of the <br /> Fair Housing Act, Title VIII of the Civil Rights Act of 1968, as amended, which <br /> enunciates a national policy of Fair Housing without regard to racer color, <br /> religion, sex, familial status, handicap and national origin, and encourages <br /> fair housing opportunities for all; and <br /> WHEREAS, The Central Carolina Association of REALTORS Inc. , is committed <br /> to highlight the Fair Housing Act by continuing to address discrimination in <br /> our community, to support programs that will educate the public about the right <br /> to equal housing opportunities, and to plan partnership efforts with other <br /> organizations to help assure every one of their right to fair housing; and <br /> WHEREAS, The NATIONAL ASSOCIATION OF REALTORS@ Code of Ethics commits all <br /> REALTORSO to providing equal professional services without discrimination based <br /> on race, color, religion, sex, familial status, handicap, sexual orientation, <br /> gender identity, and national origin; and <br /> NOW, THEREFORE, BE IT PROCLAIMED that the Board of Commissioners for <br /> Cabarrus County, North Carolina, do hereby resolve that April 2017, being Fair <br /> Housing Month, begins a year-long commemoration of the Fair Housing Act in <br /> Cabarrus County and urge all citizens to wholeheartedly recognize this <br /> celebration throughout the year. <br /> Adopted this the 3rd day of April, 2017. <br /> /s/ Stephen M.
