Morris Chairman, Board of Commissioners April 18, 2017 <br /> Name Title Date <br /> (C-4) Communications and Outreach - Excellence in Communications Awards <br /> Jonathan Marshall, Deputy County Manager, recognized the efforts of the <br /> Communications and Outreach Department in supporting other departments, <br /> providing information to citizens, and aiding local government transparency. <br /> He advised that a few weeks ago, at the loth Annual North Carolina City and <br /> County Communicators (NC3C) Conference, Cabarrus County' s Communications and <br /> Outreach Department received several awards at the Excellence in Communications <br /> Awards. <br /> Cabarrus received two second place awards. One award, for the early <br /> voting selfie station earned the "Most Creative Activity for Least Dollars Spent <br /> Award", and the second award, in the category of TV and Videos, went to "Cabarrus <br /> This WeekâSouthern Grace Distillery." Cabarrus received a first place award, <br /> in the category of magazine, for Journeys Magazine. NC3C also honored David <br /> Baxter, Cable Television General Manager, with the Chris Coulson Award <br /> (Communicator of the Year Award) . Mr. Baxter, also a founding member of the <br /> organization, is only the fifth person awarded the honor in the 10-year history <br /> of the organization. <br /> Mr. Baxter graciously commented on the work of the Communications and <br /> Outreach Department and the services provided to the community. Kasia Thompson, <br /> Communications and Outreach Manager and Jarrett Glass, Channel 22 Producer were <br /> also in attendance. Kristin Bunton, Communications Specialist, not in <br /> attendance, was also recognized. <br /> Chairman Morris commended the Communications and Outreach staff for their <br /> accomplishments. <br /> (D) INFORMAL COMMENTS <br /> Chairman Morris opened the meeting for Informal Public Comments at 7:01 <br /> p.m. He stated each speaker would be limited to three minutes. <br /> Mackay Burke, Mount Pleasant High School sophomore, spoke on behalf of <br /> the school' s Academy of Energy and Sustainability regarding sustainability <br /> projects and the "Bottle Smash Recycle Dash" fundraiser. Flyers were provided <br /> to the Board. <br /> With there being no one else to address the Board, Chairman Morris closed <br /> that portion of the meeting. <br /> (E) OLD BUSINESS <br /> (E-1) EMS - Non-Emergency Renewal for American TransMed - Second Reading <br /> Chairman Morris opened the floor for anyone wishing to speak regarding <br /> the non-emergency renewal for American TransMed. Seeing no one, he closed the <br /> public hearing. <br /> This contract renewal is required annually. EMS recommends renewal of <br /> the contract with American TransMed based upon provider performance for the <br /> purpose of scheduled non-emergency transfers. The original contract was <br /> implemented FY16, renewed in FY17 and is recommended for renewal for FY18. The <br /> contract remains unchanged other than dates. This item requires two readings <br /> of the franchise award if the decision is made to renew. The Board of <br /> Commissioners held a public hearing on the first reading of the ordinance on <br /> March 20, 2017 . <br /> UPON MOTION of Commissioner Kiger, seconded by Commissioner Shue and <br /> unanimously carried, the Board adopted the Franchise Ordinance of the Cabarrus <br /> County Board of Commissioners Granting a Franchise to Operate Non-Emergency <br /> Ambulance Service to American TransMed. <br />
