In <br /> closing, Judge Hamby expressed appreciation for the importance placed in <br /> planning for current and future growth needs. <br /> The Honorable Martin B. McGee, Senior Resident Superior Court Judge, <br /> reiterated the potential impact current legislation may have on the courthouse <br /> plan. He further expressed appreciation for being involved in the planning <br /> process. <br /> A lengthy discussion ensued. During discussion, Chris Steude, Moseley <br /> Architects; Mr. Bilafer; Jonathan Marshall, Deputy County Manager; Mike Downs, <br /> County Manager; Judge Hamby; and Judge McGee responded to questions from the <br /> Board. Issues addressed included: shell space for future growth, height <br /> restrictions, parking, cost, etc. <br /> Infrastructure and Asset Management - Parking Deck Update <br /> Kyle Bilafer, Area Manager, provided an update on the parking deck project <br /> including cost estimates, design, public feedback, geotechnical findings and <br /> discussion of planned operations of the deck. He requested approval to begin <br /> speaking with current lessees to develop plans for their needs during <br /> construction. He also requested the Boards' vision for the parking deck <br /> regarding the design and whether pay parking is an option. <br /> A discussion ensued. During discussion Mr. Bilafer, Mike Downs, County <br /> Manager, and Jonathan Marshall, Deputy County Manager, responded to questions <br /> from the Board. <br /> Infrastructure and Asset Management - Solid Waste Collection and Disposal <br /> Franchise <br /> Kevin Grant, Sustainability Manager, reported the Solid Waste Collection <br /> and Disposal Franchise Agreement expires December 31, 2017. In that regard, an <br /> informal Request for Proposal (RFP) was sent to five residential waste service <br /> companies. Of those five companies, two submitted proposals. Should the Board agree to move forward, it is anticipated a final agreement <br /> for review and approval will be available by September 2017 followed by the <br /> ordinance for consecutive readings for Board approval. <br /> A discussion ensued. During discussion, Mr. Grant, Kyle Bilafer, Area <br /> Manager, and Mike Downs, County Manager, responded to questions from the Board. <br /> County Manager - Discussion on Deferred Tax Fund <br /> Jonathan Marshall, Deputy County Manager, reported the Board approved the <br /> creation of a trust fund in May 2009 for the purpose of holding revenues paid <br /> when properties are removed from the present use value program. Expenditures <br /> from the fund are for the defined purpose of supporting the local food economy <br /> and purchase of conservation easements. Since that time, substantial funds <br /> have been collected. He advised a policy brief provided by Aaron Newton, and <br /> included in the Agenda, suggests a committee such as the Agricultural Advisory <br />
