July 17, 2017 (Regular Meeting) Page 3225 UPON MOTION by Vice Chairman Honeycutt, seconded by Commissioner Kiger and unanimously carried, the Board approved the Duke Energy easement with authorization for the County Manager to execute the document subject to review and revision by the County Attorney. (F-3) EMS - Authorization to Purchase Ambulances Staff is requesting authorization to purchase four ambulances using Savvik buying group at a cost of $154, 878. 00 each (total $619, 512.00) . The ambulance purchase was included in the FY18 budget adopted on June 19, 2017. Ambulances are routinely purchased through buying group/cooperative in place of bid requests. UPON MOTION by Vice Chairman Honeycutt, seconded by Commissioner Kiger and unanimously carried, the Board approved the purchase of four ambulances using Savvik buying group at a cost of $154, 878.00 each (total $619, 512. 00) . (F-4) SRCAA - Letter of Recommendation The Salisbury-Rowan Community Action Agency (SRCAA) reached out to the County Manager, requesting support from the Board for the appointment of Mr. Wendell Fant as a permanent member to the SRCAA Board of Directors representing Cabarrus County. Mr. Fant is currently employed by Cabarrus County Schools and formerly held the position of Deputy District Director (Concord, NC) for the House of Representatives. The Agency is governed by a 15-member board of directors. The board is comprised of one-third elected public officials (or their representatives) , one-third major interest groups representing business/industry/labor/religion /education, etc. and one-third representing the poor in the service area. Although the Board of Commissioners does not have appointing authority to the SRCAA board of directors, their recommendation and support is considered. UPON MOTION by Vice Chairman Honeycutt, seconded by Commissioner Kiger and unanimously carried, the Board approved a recommendation letter for a permanent board member on the Salisbury-Rowan Community Action Agency Board of Directors. (F-5) Tax Administration - Refund and Release Reports - June 2017 The Release Report contains taxpayers' names, bill numbers, valuations, tax amounts, along with the justifications for releasing the valuation/tax amounts for outstanding levies in accordance with N.C.G.S. 105-381. The Refund Report is a summary sheet which lists data from each refund request form, along with the justification for the refunds to the taxpayers in accordance with N.C.G.S. 105-381. UPON MOTION by Vice Chairman Honeycutt, seconded by Commissioner Kiger and unanimously carried, the Board approved the June 2017 Refund and Release Reports as submitted, including the NCVTS Refund Report, and granted authority to the Tax Collector to process the refunds and releases. The reports are hereby incorporated into the minutes by reference, and is on file with the Clerk to the Board. (F-6) Tax Administration - Tax Collector' s Annual Settlement and Order Authorizing Collection of FY 2017-2018 Taxes The Tax Collector is required by N.C.G.S. 105-373 to give an annual settlement on current and delinquent taxes to the governing body for review and approval. The settlement report for fiscal year 2016-2017 is attached. This report contains real, personal and motor vehicle delinquent taxes that remain unpaid for the fiscal year. These lists are recharged to the Tax Collector for collection. Also attached is an Order to Collect, to be executed by the Chairman of the Board of County Commissioners, authorizing the Tax Collector to collect all 2017-2018 property taxes.
