August 7, 2017 (Work Session) Page 3238 <br /> The Board of Commissioners for the County of Cabarrus met for an Agenda <br /> Work Session in the Multipurpose Room at the Cabarrus County Governmental Center <br /> in Concord, North Carolina on Monday, August 7, 2017 at 4 : 00 p.m. <br /> Present - Chairman: Stephen M. Morris <br /> Vice Chairman: Diane R. Honeycutt <br /> Commissioners: F. Blake Kiger <br /> Elizabeth F. Poole <br /> Lynn W. Shue <br /> Also present were Mike Downs, County Manager; Richard M. Koch, County <br /> Attorney; Pam Dubois, Senior County Manager; Jonathan Marshall, Deputy County <br /> Manager; Kyle Bilafer, Area Manager of Operations; and Angela Poplin, Interim <br /> Clerk to the Board. <br /> Call to Order <br /> Chairman Morris called the meeting to order at 4:00 p.m. <br /> Approval of Agenda <br /> Chairman Morris presented the following changes to the Agenda: <br /> Additions: <br /> Discussion Items - No Action <br /> 3-3 Introduction - County Leadership Forum on Opioid Abuse <br /> Discussion Items for Action at August 21, 2017 Meeting <br /> 4-17 BOC - Resolution Amending the Board of Commissioners' 2017 Meeting <br /> Schedule <br /> 4-18 Finance - Funding Approval for Incentive Grant <br /> UPON MOTION by Commissioner Kiger, seconded by Commissioner Shue and <br /> unanimously carried, the Board approved the Agenda as amended. <br /> Discussion Items - No Action <br /> Communications and Outreach - Branding Discussion <br /> Kasia Thompson, Communications and Outreach Manager presented an overview <br /> of the County' s branding process. <br /> Paul VandenElzen and Mark Vogel with Avant Marketing Group presented a <br /> PowerPoint Presentation via a teleconference web meeting tool tiled Cabarrus <br /> County Brand Platform. The presentation included the following topics: <br /> Research <br /> • 20 In-depth Interview with County Leaders <br /> • 5 Focus Groups <br /> o 2 Residential Focus Groups <br /> o 1 Business Focus Group <br /> o 1 County Staff Group <br /> 0 1 High School Student Group <br /> • High School Survey <br /> • Cabarrus County Brand Audit <br /> Analysis <br /> • What key County attributes resonate with residents <br /> • What are the shared values of the County community <br /> • What distinguishes the County from other areas within the region <br /> • What attributes can be used to invite investment from both domestic <br /> and international prospects <br /> • Who is Cabarrus County <br /> Platform Development <br /> • Identification of the following; <br /> o Brand Mission <br /> • Brand Vision <br /> • Brand Values <br /> • Brand Positioning <br /> o Brand Essence <br />
