August 7, 2017 (Work Session) Page 3243 <br /> Finance - Approval of Project Ordinances and Budget Amendments Related to CIP <br /> Funded Projects in the FY18 General Fund Budget <br /> Susan Fearrington, Finance Director reported a list of Capital Improvement <br /> Plan (CIP) projects were approved as part of the FY18 General Fund Budget. These <br /> projects will be recorded and tracked in the Construction and Renovation Fund, <br /> School Construction Fund, School Construction Debt Fund, Limited Obligation <br /> Bond 2017 Fund and Limited Obligation Bond 2018 Fund. She advised monies to <br /> fund the projects were provided by the Capital Reserve Fund including an <br /> adjustment to reverse the funding for a future warehodse that has been put on <br /> hold. She stated updates to six project ordinances and a related budget <br /> amendment are required. <br /> Finance - Delegate JCPC Board of Commissioner Authority to Finance Director for <br /> Review and Signature of Sub-Recipient Program Agreements <br /> Susan Fearrington, Finance Director presented a request to delegate <br /> Juvenile Crime Prevention Council (JCPC) Board of Commissioner authority to the <br /> Finance Director for review and signature of sub-recipient program agreements. <br /> Chairman Morris expressed support for the request. <br /> Human Services - Energy Programs Outreach Plan <br /> Ben Rose, Human Services Director requested permission for Cabarrus County <br /> Department of Human Services to submit an annual Energy Programs Outreach Plan <br /> to the State detailing the strategies the agency will use in promoting the two <br /> major energy programs, the Crisis Intervention Program (CIP) and the Low Income <br /> Energy Assistance Program (LIEAP) . He stated the programs are intended to assist <br /> low income elderly disabled children and families with financial assistance <br /> with energy costs, especially for those household that are in a crisis situation <br /> or facing serious health issues. He reviewed outreach events the Department <br /> conducts, including on-site applications for the LIEAP program that will help <br /> assist potential homebound elderly applicants. <br /> A discussion ensued. During discussion, Mr. Rose and Kim Middlebrooks, <br /> Work First/Crisis Supervisor responded to questions from the Board. Anthony <br /> Hodges, Adult and Aging Services Program Administrator was also in attendance. <br /> Infrastructure and Asset Management - Bid Award for Trucks, Vans and SWs <br /> Michael Miller, Infrastructure and Asset Management Director reported a <br /> formal bid for two trucks, two vans and two SUVs were sent out, and three <br /> dealerships submitted bids for various vehicles on July 21, 2017. Based on the <br /> outcome of those bids, he requested the Board to approve the purchase of all <br /> six vehicles from Hilbish Ford for a total cost of $195,577.72. He stated all <br /> bids were under budget and included tax and tags. <br /> Planning and Development Department - Proposed Text Amendment to Chapter 7 <br /> TEXT2017-00005 - Public Hearing 6:30 p.m. <br /> Susie Morris, Planning and Zoning Manager presented a proposed text <br /> amendment to the Cabarrus County Development Ordinance, Chapter 7, Performance <br /> Based Standards, #2, related to accessory building, accessory dwelling and <br /> swimming pools accessory to single family residents. She stated the change would <br /> remove the percent of accessory structures allowed based on lot size. She <br /> further stated the proposed changes would allow additional flexibility for <br /> existing non-conforming lots and will also provide improved consistency for <br /> structural coverage reference by using the zoning district for permitting as <br /> the standard. She advised a public hearing is required. <br /> Planning and Development Department - Proposed Text Amendment to Chapter 4 <br /> TEXT2017-00006 - Public Hearing 6:30 p.m. <br /> Susie Morris, Planning and Zoning Manager presented a proposed text <br /> amendment to Chapter 4, Overlay Districts and Zones related to development in <br /> the watershed. She reported the changes would allow additional flexibility for <br /> lots located in the watershed, including existing non-conforming lots and would <br /> also clarify standards for non-residential development and provide improved <br /> consistency for impervious coverage reference by using the zoning district for <br /> permitting as the standard. Due to the changes being tied to the watershed <br /> requirement, Ms. Morris advised the proposed changes have been reviewed by the <br /> county's contract engineer and the State. She stated a public hearing is <br /> required. She also responded to questions from the Board. <br />
