September 5, 2017 (Work Session) Page 3286 <br /> The Board of Commissioners for the County of Cabarrus met for an Agenda <br /> Work Session in the Multipurpose Room at the Cabarrus County Governmental Center <br /> in Concord, North Carolina on Tuesday, September 5, 2017 at 4:00 p.m. <br /> Present - Chairman: Stephen M. Morris <br /> Vice Chairman: Diane R. Honeycutt <br /> Commissioners: F. Blake Kiger <br /> Elizabeth F. Poole <br /> Lynn W. Shue <br /> Also present were Mike Downs, County Manager; Richard M. Koch, County <br /> Attorney; Pam Dubois, Senior County Manager; Jonathan Marshall, Deputy County <br /> Manager; Kyle Bilafer, Area Manager of Operations; Terri Lea Hugie, Clerk to <br /> the Board; and Angela Poplin, Deputy Clerk to the Board. <br /> Call to Order <br /> Chairman Morris called the meeting to order at 4:00 p.m. <br /> Approval of Agenda <br /> Chairman Morris presented the following changes to the Agenda: <br /> Updated: <br /> Discussion Items for Action at September 18, 2017 Meeting <br /> 4.4 County Manager - Reappropriation of Funds for Ongoing Projects, Grants <br /> and Commitments <br /> • Reappropriation List - Updated <br /> Closed Session <br /> 6.1 Closed Session - Pending Litigation and Personnel <br /> UPON MOTION by Commissioner Shue, seconded by Commissioner Kiger and <br /> unanimously carried, the Board approved the Agenda as amended. <br /> Mike Downs, County Manager recognized and introduced the new Clerk to the <br /> Board, Terri Lea Hugie. <br /> Discussion Items - No Action <br /> Infrastructure and Asset Management - Discussion of the Former Mount Pleasant <br /> Middle School <br /> Kyle Bilafer, Area Manager of Operations advised that Infrastructure and <br /> Asset Management has taken over the management and care of the former Mount <br /> Pleasant Middle School property. In doing so, he requested input/direction from <br /> the Board prior to sale of the property. He also provided the status of the <br /> property, issues that have arisen, and the steps taken to address those issues. <br /> He also commented on outstanding work orders regarding some of the fields used <br /> by the youth associations, which will be taken care of by the schools. <br /> Mike Downs, County Manager advised that staff has had initial contact <br /> with interested parties in purchasing the property. He additionally commented <br /> on current rentals of the athletic fields, and maintenance and use of the fields <br /> in connection with the possible sale of the property. He stated he will be <br /> speaking to the Mount Pleasant Town Council next week regarding their interest <br /> in the property. <br /> A discussion ensued. During the discussion, Mr. Bilafer and Mr. Downs <br /> responded to questions from the Board. <br /> Discussion Items for Action at September 18, 2017 Meeting <br /> BOC - FY17-18 Centralina Council of Governments Membership <br /> Mike Downs, County Manager reported it has been several years since the <br /> County has been a member of the Centralina Council of Governments (CCOG) . He <br /> advised that staff is participating in the CCOG events. Additionally, membership <br /> dues have been budgeted for FY18, should the Board wish to join. <br /> A discussion ensued. <br /> UPON MOTION by Vice Chairman Honeycutt, seconded by Commissioner Shue and <br /> unanimously carried, the Board suspended its Rules of Procedure in order to <br /> take action on this item due to time constraints. <br />
