September 18, 2017 (Regular Meeting) Page 3295 <br /> The Board of Commissioners for the County of Cabarrus met in regular <br /> session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br /> Center in Concord, North Carolina on Monday, September 18, 2017, at 6:30 p.m. <br /> Present - Chairman: Stephen M. Morris <br /> Vice Chairman: Diane R. Honeycutt <br /> Commissioners: F. Blake Kiger <br /> Elizabeth F. Poole <br /> Lynn W. Shue <br /> Also present were Mike Downs, County Manager; Richard M. Koch, County <br /> Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br /> County Manager; Kyle Bilafer, Area Manager of Operations; and Terri Lea Hugie, <br /> Clerk to the Board. <br /> Chairman Morris called the meeting to order at 6:31 p.m. <br /> Chairman Morris led the Pledge of Allegiance. <br /> Reverend Sheldon Davis from Oak Grove Missionary Baptist Church delivered <br /> the invocation. <br /> Chairman Morris recognized Youth Commissioner Noopur Parikh in <br /> attendance. <br /> (A) APPROVAL OR CORRECTION OF MINUTES <br /> UPON MOTION by Commissioner Shue, seconded by Commissioner Kiger and <br /> unanimously carried, the Board approved the minutes of July 3, 2017 (Work <br /> Session) as presented. <br /> (B) APPROVAL OF THE AGENDA <br /> Chairman Morris reviewed the following changes to the Agenda. <br /> Additions: <br /> Recognitions and Presentations <br /> C-2 Carolinas Healthcare System NorthEast - Community Update <br /> New Business <br /> G-5 CCS - Request to use Unspent Concord Middle and Harrisburg Elementary <br /> Roof Funds - $145, 000 <br /> G-6 BOC - Discussion of Centralina Council of Governments Executive Committee <br /> Representative <br /> Supplemental Information: <br /> Recognitions and Presentations <br /> C-1 Carolinas Healthcare System Northeast - Community Update <br /> • PowerPoint Presentation <br /> New Business <br /> G-1 Economic Development Investment - Project Ali - Public Hearing 6:30 p.m. <br /> • Project Memo <br /> • Grant Analysis <br /> Reports <br /> I-5 Finance - Monthly Financial Update <br /> • Report <br /> Revised: <br /> Closed Session <br /> L-1 Closed Session - Pending Litigation, Economic Development, Acquisition of <br /> Real Property, and Personnel <br /> UPON MOTION by Vice Chairman Honeycutt, seconded by Commissioner Shue and <br /> unanimously carried, the Board approved the Agenda as amended. <br /> (C) RECOGNITIONS AND PRESENTATIONS <br /> (C-1) Local Government Federal Credit Union (LGFCU) Excellence in Innovations <br /> Awards <br /> Matthew Gunnet, North Carolina Association of County Commissioners <br /> (NCACC) , Membership Services Coordinator and Carl Clark, Local Government <br /> Federal Credit Union (LCFCU) presented Local Government Federal Credit Union <br />
