We also <br /> resolve that the North Carolina General Assembly should pass <br /> legislation, TO ESTABLISH A NONPARTISAN REDISTRICTING PROCESS. <br /> BE IT FURTHER RESOLVED that a copy of this resolution be sent <br /> to Senator Phil Berger, President Pro Tempore and Representative <br /> Tim Moore, Speaker. <br /> Ruth Derrow, resident of 451 High Meadows Drive in Concord spoke regarding <br /> election mapping. <br /> Anna Roman, resident of 5738 Heron Point Place in Concord and member of <br /> Citizens in Action NC also spoke regarding election mapping. <br /> Samantha Stiehl, resident of 8389 Bampton Drive in Concord, and member of <br /> Citizens in Action NC commented on unfair districting and requested approval of <br /> the resolution presented previously. <br /> Monty Coggins, resident of 166-A Union Street North in Concord requested <br /> the Board approve a resolution against current voting districting. <br /> With there being no one else to address the Board, Chairman Morris closed <br /> that portion of the meeting. <br /> (E) OLD BUSINESS <br /> None. <br /> (F) CONSENT <br /> UPON MOTION by Vice Chairman Honeycutt, seconded by Commissioner Shue and <br /> unanimously carried, the Board approved the consent agenda with the removal of <br /> item F-4 "Finance - CIP Funding of Prime Farmland Per the FY2018 Budget," to be <br /> discussed at a later time. <br /> There was a brief discussion regarding Item F-8, "Sheriff's Office - <br /> Cabarrus County Animal Shelter Adoption Event." Commissioner Poole announced <br /> the event will be held October 14th from 12 noon to 4 p.m. She advised anyone <br /> interested should contact the Cabarrus County Animal Shelter for more <br /> information. Chairman Morris stated the event will be posted on the County's <br /> Facebook and Twitter. <br /> (F-1) County Manager - Deferred Tax Fund Discussion <br /> The Board and staff discussed the Deferred Tax Fund at the July work <br /> session. Based on that discussion we have worked with an engineering firm and <br /> received a proposal for a study of improved/increased infrastructure at the <br /> Elma C. Lomax Incubator Farm. A group also met to discuss a method through which <br /> applications for use of the Deferred Tax Fund could be evaluated and presented <br /> to the Board of Commissioners for approval. Staff updated the Board at the <br /> September 5, 2017 Agenda work session. <br /> UPON MOTION by Vice Chairman Honeycutt, seconded by Commissioner Shue and <br /> unanimously carried, the Board approved the allocation of the Deferred Tax Fund <br /> for a feasibility study at the Elma C. Lomax Incubator Farm property for <br /> infrastructure improvements, and approved the related budget amendment and <br /> updated project ordinance. <br /> Date: 9/18/2017 Amount: $27,000.00 <br /> Dept.
