October 16, 2017 (Regular Meeting) Page 3319 <br /> The Board of Commissioners for the County of Cabarrus met in regular <br /> session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br /> Center in Concord, North Carolina on Monday, October 16, 2017, at 6:30 p.m. <br /> Present - Chairman: Stephen M. Morris <br /> Vice Chairman: Diane R. Honeycutt <br /> Commissioners: F. Blake Kiger <br /> Elizabeth F. Poole <br /> Lynn W. Shue <br /> Also present were Mike Downs, County Manager; Richard M. Koch, County <br /> Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br /> County Manager; Kyle Bilafer, Area Manager of Operations; and Terri Lea Hugie, <br /> Clerk to the Board. <br /> Chairman Morris called the meeting to order at 6:30 p.m. <br /> Boy Scout Troop 59 from New Gilead Reformed Church conducted the Flag <br /> Ceremony. Scouts participating were: Eric Spaugh, Kyle Trevathan, Adam Spaugh, <br /> Walker Hedgecock, Dylan Greene and Mitchell Brobeck. <br /> Reverend Kevin McGill from Rock Hill AME Zion Church delivered the <br /> invocation. <br /> Chairman Morris recognized Youth Commissioner Cason Nalbone in <br /> attendance. <br /> (A) APPROVAL OR CORRECTION OF MINUTES <br /> UPON MOTION by Commissioner Poole, seconded by Commissioner Shue and <br /> unanimously carried, the Board approved the minutes of July 17, 2017 (Regular <br /> Session) and July 27, 2017 (Cabarrus Summit) as presented. <br /> (B) APPROVAL OF THE AGENDA <br /> Chairman Morris reviewed the following changes to the Agenda. <br /> Additions: <br /> Recognitions and Presentations <br /> C-7 County Manager - Fire Prevention Month Proclamation <br /> C-9 Communications and Outreach, and ITS - Branding and Website Presentation <br /> Closed Session <br /> L-1 Closed Session - Pending Litigation, Economic Development and Acquisition <br /> of Real Property <br /> Supplemental Information: <br /> New Business <br /> G-1 Economic Development Investment - Project Secure - Public Hearing 6:30 <br /> p.m. <br /> • Project Overview <br /> • Grant Analysis <br /> G-2 Economic Development Investment - SL 1000 Derita Road LLC (The Silverman <br /> Group) - Public Hearing 6:30 p.m. <br /> • Project Overview <br /> • Grant Analysis <br /> • Site Plan <br /> Reports <br /> I-6 Finance - Monthly Financial Update <br /> • Report <br /> UPON MOTION by Vice Chairman Honeycutt, seconded by Commissioner Shue and <br /> unanimously carried, the Board approved the Agenda as amended. <br /> (C) RECOGNITIONS AND PRESENTATIONS <br /> (C-1) Active Living and Parks - Recognition of North Carolina Senior Games <br /> State Finals Participants <br /> Londa Strong, Active Living and Parks Director announced the North <br /> Carolina Senior Games Finals are currently taking place.
