The final report shall <br /> document that the replacement program has been completed. The site <br /> shall be regularly inspected by the enforcement branch of the Cabarrus <br /> County Planning and Zoning Department and the Cabarrus Soil and Water <br /> Conservation District to assure activity and compliance. Any <br /> noncompliance shall be treated as a zoning violation and be subject <br /> to enforcement as described in Chapter Twelve of this Ordinance. <br /> 14. Where the Waterbody Buffer Zone or no build buffer impacts or is part <br /> of a lot, a note shall be placed on the plat or site plan and a <br /> restriction shall become part of the deed for the property stating <br /> that said property is subject to the Waterbody Buffer Zone. <br /> a. Land within a stream buffer shall not be used to meet the <br /> minimum area requirements for lots that are one acre or less. <br /> b. If a lot is greater than one acre in area, except where lots <br /> are greater than one acre in area, the buffer area may be <br /> used to meet the minimum lot size requirements, however, at <br /> least 50 percent of the lot shall remain outside the stream <br /> buffer area. <br /> 16.
