An exception to the "residency" and "service on multiple <br /> boards" provisions of the Appointment Policy will be required for him to serve. <br /> UPON MOTION by Vice Chairman Honeycutt, seconded by Commissioner Shue and <br /> unanimously carried, the Board removed David Zienka from the Juvenile Crime <br /> Prevention Council (JCPC) roster and thanked him for his service. <br /> UPON MOTION by Commissioner Kiger, seconded by Commissioner Shue <br /> unanimously carried, the Board reappointed Woody Chavis, Jane Cauthen, Susan <br /> Fearrington, Steven Ayers, Mark Boles, Sonja Bohannon-Thacker, Troy Barnhardt <br /> and Marta Meares to the JCPC for two-year terms ending September 30, 2019; <br /> including an exception to the "length of service" provision of the Appointment <br /> Policy for Ms. Cauthen, Mr. Barnhardt and Ms. Meares, and an exception to the <br /> "residency" and "service on multiple boards" provisions of the Appointment <br /> Policy for Mr. Chavis. <br /> (I) REPORTS <br /> (I-1) Active Living and Parks Department - FY16-17 Annual Report <br /> The Board received the Active Living and Parks Department Annual Report <br /> for FY16-17 as part of the Agenda. No action was required of the Board. <br /> (I-2) BOC - Receive Updates from Commission Members Who Serve as Liaisons <br /> Commissioner Shue who serves as a liaison to the Kannapolis City Schools <br /> (KCS) Board, announced the KCS Head Start Program was awarded a grant from the <br /> United States Department of Health and Human Services for renovations and <br /> upgrades to the McKnight Head Start Building. This grant will cover 75 percent <br /> of the costs. Commissioner Shue requested discussion regarding the remaining 25 <br /> percent needed for the project. <br /> Mike Downs, County Manager advised County staff if working on the matter <br /> and will provide information at a future meeting for review. <br /> Commissioner Shue further announced KCS has received a national grant <br /> sponsored by State Farm to help create an advanced manufacturing lab and expand <br /> the welding program. <br /> Youth Commissioner Cason Nalbone spoke on Operation Christmas Child and <br /> encouraged participation. <br /> Chairman Morris announced on September 23, 2017 Mike Downs, County Manager <br /> was recognized and inducted into the Pfeiffer University Sports Hall of Fame <br /> for basketball and baseball. <br /> (I-3) County Manager - Monthly Building Activity Reports <br /> The Board received the Cabarrus County Construction Standards Dodge Report <br /> for September 2017, and the Cabarrus County Commercial Building Plan Review <br /> Summary for September 2017 for informational purposes as part of the Agenda. <br /> No action was required of the Board. <br /> (I-4) County Manager - Monthly New Development Report <br /> The Board received the Monthly New Development Report for informational <br /> purposes. No action was required of the Board. <br /> (I-5) EDC - September 2017 Monthly Summary Report <br /> The Board received the Cabarrus Economic Development Corporation (EDC) <br /> monthly report for the month of September as part of the Agenda. No action was <br /> required of the Board. <br />
