An exception to the "length of service" provision of the Appointment Policy will be required for them to continue to serve. Woody Chavis also serves on the Mental Health Advisory Board, and resides in Rowan County. An exception to the "residency" and "service on multiple boards" provisions of the Appointment Policy will be required for him to serve. UPON MOTION by Vice Chairman Honeycutt, seconded by Commissioner Shue and unanimously carried, the Board removed David Zienka from the Juvenile Crime Prevention Council (JCPC) roster and thanked him for his service. UPON MOTION by Commissioner Kiger, seconded by Commissioner Shue unanimously carried, the Board reappointed Woody Chavis, Jane Cauthen, Susan Fearrington, Steven Ayers, Mark Boles, Sonja Bohannon-Thacker, Troy Barnhardt and Marta Meares to the JCPC for two-year terms ending September 30, 2019; including an exception to the "length of service" provision of the Appointment Policy for Ms. Cauthen, Mr. Barnhardt and Ms. Meares, and an exception to the "residency" and "service on multiple boards" provisions of the Appointment Policy for Mr. Chavis. (I) REPORTS (I-1) Active Living and Parks Department - FY16-17 Annual Report The Board received the Active Living and Parks Department Annual Report for FY16-17 as part of the Agenda. No action was required of the Board. (I-2) BOC - Receive Updates from Commission Members Who Serve as Liaisons Commissioner Shue who serves as a liaison to the Kannapolis City Schools (KCS) Board, announced the KCS Head Start Program was awarded a grant from the United States Department of Health and Human Services for renovations and upgrades to the McKnight Head Start Building. This grant will cover 75 percent of the costs. Commissioner Shue requested discussion regarding the remaining 25 percent needed for the project. Mike Downs, County Manager advised County staff if working on the matter and will provide information at a future meeting for review. Commissioner Shue further announced KCS has received a national grant sponsored by State Farm to help create an advanced manufacturing lab and expand the welding program. Youth Commissioner Cason Nalbone spoke on Operation Christmas Child and encouraged participation. Chairman Morris announced on September 23, 2017 Mike Downs, County Manager was recognized and inducted into the Pfeiffer University Sports Hall of Fame for basketball and baseball. (I-3) County Manager - Monthly Building Activity Reports The Board received the Cabarrus County Construction Standards Dodge Report for September 2017, and the Cabarrus County Commercial Building Plan Review Summary for September 2017 for informational purposes as part of the Agenda. No action was required of the Board. (I-4) County Manager - Monthly New Development Report The Board received the Monthly New Development Report for informational purposes. No action was required of the Board. (I-5) EDC - September 2017 Monthly Summary Report The Board received the Cabarrus Economic Development Corporation (EDC) monthly report for the month of September as part of the Agenda. No action was required of the Board.
