January 5, 2015 (Work Session) Page 2240 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, January 5, 2015 at 4:00 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Diane R. Honeycutt <br />Grace M. Mynatt <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Megan Smit, Clerk to the Board. <br />Call to Order <br />Chairman Morris called the meeting to order at 4:07 p.m. <br />Approval of Agenda <br />Chairman Morris presented the following changes to the Agenda: <br />Supplemental Information: <br />Discussion Items for Action at January 20, 2015 Meeting <br />4.1 Finance - Presentation of the Fiscal Year 2014 Comprehensive Annual <br />Financial Report <br />• Presentation detail and budget amendment <br />4.12 Infrastructure & Asset Management - Resolution for Exchange of Property <br />at Wallace Park <br />• Resolution <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the Agenda as amended. <br />Discussion Items - No Action <br />County Manager - Centralina Council of Governments - Update <br />Jim Prosser, Executive Director, Centralina Council of Governments <br />(CCOG) and David Hollars, Executive Director, Centralina Workforce <br />Development Board, presented an update to the Board on CONNECT, Career <br />Dashboard and other programming. In addition, Mr. Prosser urged the Board to <br />join the Centralina Council of Governments and the Centralina Economic <br />Development. He began by requesting input from Board members regarding <br />challenges Cabarrus County faces related to job growth, controlling the cost <br />of government and improving quality of life. <br />Feedback from the Board included: providing for school needs; <br />recruitment of new industry; new job creation; regional transportation; <br />adequate water supply; economic development; and the aging population. <br />A discussion ensued. <br />Mike Downs, County Manager, proposed the Board approve CCOG membership <br />in the upcoming budget year and advised CCOG is proposing Board participation <br />at their meetings with the understanding the County will become members in <br />the new budget year. <br />It was the consensus of the Board for Vice Chairman Poole to attend the <br />CCOG Executive Board meeting on January 14, 2015 and for Commissioner Shue to <br />attend the Centralina Economic Development Board meeting on January 26, 2015. <br />Vice Chairman Poole encouraged everyone to visit the Career Headlight <br />website at www .CentralinaCareerHeadliuht.com. <br />Discussion Items for Action at January 20, 2015 Meeting <br />Finance - Presentation of the Fiscal Year 2014 Comprehensive Annual Financial <br />Report <br />Susan Fearrington, Finance Director, gave a brief summary of the audit <br />process and advised the CAFR (Comprehensive Annual Financial Report) will be <br />available on the County's website ( www.cabarrus county. us . She reported the <br />Government Finance Officers Association (GFOA) of the United States and <br />
