January 30, 2015 (Board Retreat) Page 2273 <br />The Board of Commissioners for the County of Cabarrus met for a Board <br />Retreat in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Friday, January 30, 2015 at 4:00 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Diane R. Honeycutt <br />Grace M. Mynatt <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Pam Dubois, Senior Deputy <br />County Manager; Jonathan Marshall, Deputy County Manager; and Megan Smit, <br />Clerk to the Board. <br />The following persons were also present: <br />Cabarrus County Staff - Londa Strong, Active Living and Parks Director; <br />Bobby Smith, Emergency Management Director; Emery Ortiz, Library Director; <br />Carol Soles, Board of Elections Director; Jimmy Lentz, Assistant Emergency <br />Medical Services Director; Ben Rose, Human Services Director; Brad Riley, <br />Sheriff; Brent Weisner, Tax Administrator; Tony Harris, Risk Management <br />Director; Kate Sharpe, Fair and Events Director; Debbie Brannan, Information <br />Technology Services Director; Robert Furr, Cooperative Extension Director; <br />Kelly Sifford, Planning and Development Services Director; Kasia Thompson, <br />Communications and Outreach Manager; Wayne Nixon, Register of Deeds; David <br />Baxter, Channel 22 Manager; Lundee Covington, Human Resources Director; and <br />Susan Fearrington, Finance Director. Also in attendance were Frank Lapsley, <br />Cabarrus Arena and Events Manager; and facilitators Phil Boyd, Leading and <br />Governing Associates, Inc. and Scottie Seawell, Leading and Governing <br />Associates. <br />Chairman Morris called the meeting to order at 4:07 p.m. <br />Welcome Introductions and Overview <br />County Manager Mike Downs welcomed staff and guests to the Governmental <br />Center. Everyone introduced themselves along with their years of employment <br />with the county. <br />Getting Started <br />Phil Boyd and Scottie Seawell, Facilitators, LGA (Leading Government <br />Associates), led participants in exercises designed to help understand the <br />need for planning, communication, cooperation and leadership and the impact <br />unseen or outside forces can have on our work. <br />Break <br />The Board took a short break at 4:56 p.m. The meeting resumed at 5:06 <br />p.m. <br />Collective Reflection <br />Phil Boyd, Leading Government Associates (LGA) , led the group with <br />collective reflection and discussion on "What do we value about Cabarrus <br />County ?" Participants were seated in five small groups of staff with one <br />county commissioner per table. Next, each group reviewed their results. <br />New groups were formed. One group was comprised of Board members, <br />while the others groups were made up of staff. The Board was directed to <br />discuss their expectations of staff members. Staff was directed to discuss <br />their expectations of Board members. Next, each group reviewed their <br />results. <br />Then, Mr. Boyd directed participants to come up with three ways of <br />making these things happen: behaviors, best practices and operating <br />procedures. <br />Dinner Break <br />The Board took a dinner break at 6:24 p.m. During the dinner break, <br />groups were instructed to plan a skit themed "A day in the life of Cabarrus <br />County."
