March 13, 2015 (Meeting in a Box) Page 2313 <br />districting would create an allegiance to a specific area among candidates <br />instead of encouraging a mindset of representing the County as a whole. <br />Representative Ford advised districting is being looked at for counties <br />across the state, especially in areas with growth. <br />There was discussion regarding the draft bill. Representative Pittman <br />suggested a public hearing be held to obtain public opinion. County Manager <br />Mike Downs suggested the topic be added to the next community survey. <br />Vice Chairman Poole commented on limits created by districting, citing <br />established politicians within a district could discourage new candidates <br />from running for office. <br />Commissioner Shue commented on efforts by the Board of Commissioners to <br />better coordinate and communicate with the municipalities. <br />Chairman Morris advised he would like to hear what citizens have to say <br />about it. He suggested getting citizen input through the survey and public <br />meetings. <br />Representative Pittman stated the bill does need not be filed at all or <br />could be filed at a later date. <br />Following discussion, Representative Pittman stated it sounds like we <br />have a consensus to wait until at least next year to do this. He further <br />stated, I just won't file the bill this year, and if we can get public input, <br />that's what we need to do. <br />Senator Hartsell advised there is an existing process in the statutes <br />allowing the Board of Commissioners to initiate such adjustments themselves. <br />H.B. 128, "An Act to Require a Referendum on Certificates of Participation <br />and Similar Debt" <br />There was discussion regarding House Bill 128, An Act to Require a <br />Referendum on Certificates of Participation and Similar Debt, cosponsored by <br />Representative Wittman. <br />Vice Chairman Poole advised of the proposed bill's potential impact on <br />upcoming school construction projects. <br />Additional topics <br />There was also brief discussion on bio- solids, the public health <br />authority and historic tax credits. <br />Chairman Morris announced the Board will be attending the North <br />Carolina Association of County Commissioners' County Assembly Day on May 6th. <br />Adjournment <br />UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Shue <br />and unanimously carried, the meeting adjourned at 11:12 a.m. <br />Megan Si6A, C rk to the Board <br />
