April 28, 2015 (Recessed Meeting) Page 2370 <br />The Board of Commissioners for the County of Cabarrus met for a recessed <br />meeting at the Cabarrus Arena and Events Center in Concord, North Carolina on <br />Tuesday, April 28, 2015, at 6:00 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Diane R. Honeycutt <br />Grace M. Mynatt <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Megan Smit, Clerk to the Board. <br />Also present was Kasia Thompson, Communication and Outreach Manager. <br />The following municipal representatives were also present: <br />City of Concord - John Sweat, Mayor Pro Tem; Council Members Lamar <br />Barrier, Al Brown, Jennifer Parsley, David Phillips, Jim Ramseur and Ella Mae <br />Small; and Brian Hiatt, City Manager and Merl Hamilton, Assistant City Manager. <br />City of Kannapolis - Council Member Diane Berry and Mike Legg, City <br />Manager. <br />Town of Harrisburg - Steve Sciascia, Mayor; Chad Baucom, Mayor Pro Tem; <br />Council Members Benita Conrad, Phil Cowherd and Jeff Phillips; and Town <br />Administrator Mike Rose. <br />Town of Midland - Council Member John Crump; David Pugh, Town <br />Administrator and Richard Flowe, Planning, Zoning and Subdivision <br />Administrator. <br />Town of Mount Pleasant - Lori Furr, Mayor Pro Tem; Town Commissioners <br />Steve Ashby, Scott Barringer, Warren Chapman and Jim Sells; and Randy Holloway, <br />Town Administrator. <br />Chairman Morris called the meeting to order at 6:11 p.m. <br />Welcome and Introductions <br />Chairman Morris welcomed elected officials, city managers and other guests <br />to the Cabarrus Summit 2015 - 2nd Quarterly Meeting. A spokesperson from each <br />municipality introduced its members in attendance and briefly updated the group <br />on news and current events from their municipality. <br />Recap of First Meeting /Participant & Public Feedback <br />Chairman Morris reviewed the meetings initiated by the Board of <br />Commissioners between Cabarrus Summit 2015 in January and tonight. He also <br />shared participant and public feedback he had received in response to those <br />meetings. <br />Frank Lapsley, Arena and Events Center General Manager, welcomed attendees <br />to the venue and introduced the staff on duty. <br />Dinner Break <br />Dinner was served at 6:26 p.m. The meeting resumed at 7:02 p.m. <br />Board of Commissioners Activity Update <br />Chairman Morris spoke on challenges and opportunities facing Cabarrus <br />County as well as those statewide in nature. He reviewed highlights from events <br />with the National Association of Counties (NACo) and North Carolina Association <br />of County Commissioners (NCACC). He requested municipalities share about local <br />bills and proposed legislation and their potential impact. <br />Chairman Morris also addressed the topic of HB463 and requested feedback <br />from those in attendance. <br />Moving Forward - Collaborative Opportunities <br />Upon arrival, attendees were encouraged to choose their seat based on the <br />topics assigned to each table. The topics were: employee healthcare, fire <br />services, parks and greenways- capital /operations, technology- permitting <br />
