May 8, 2015 (Recessed Meeting) Page 2378 <br />The Board of Commissioners for the County of Cabarrus met for a recessed <br />meeting in the Fairway Room at the Embassy Suites in Concord, North Carolina on <br />Friday, May 8, 2015 at 12:00 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Grace M. Mynatt <br />Lynn W. Shue <br />Absent - Commissioner: Diane R. Honeycutt <br />Also present were Mike Downs, County Manager; Pam Dubois, Senior Deputy <br />County Manager; Jonathan Marshall, Deputy County Manager; and Megan Smit, Clerk <br />to the Board. <br />The following representatives from Cabarrus County Schools (CCS) <br />Board of Education (BCE) were also present and called to order: <br />Cabarrus County Schools - Barry Shoemaker, BOE Chair; Jeff Phillips, BCE <br />Vice Chair; Board members Carolyn Carpenter, David Harrison, Rob Walter, Tim <br />Furr and Vince Powell; Dr. Chris Lowder, Interim Superintendent; Kelly Kluttz, <br />Chief Finance Officer; and Ailene Monroe, Board Clerk. <br />Kara Millonzi, Associate Professor of Public Law and Government, UNC <br />School of Government, was present to lead the workshop titled County Board's <br />Role in K -12 Public Education Workshop. <br />Call to Order <br />Chairman Morris called the meeting to order at 12:02 p.m. <br />p.m. <br />The Board took a lunch break at 12:08 p.m. The meeting resumed at 12:58 <br />County Board's Role in K -12 Public Education Workshop <br />Kara Millonzi, Associate Professor, UNC School of Government, welcomed <br />attendees to the workshop and began with an overview of the mandate provided in <br />the North Carolina Constitution as a result of Leandro v. State, as well as <br />directives that resulted from that ruling. <br />Attendees were asked to consider positive and negative implications of <br />the current public school funding scheme. After taking a few minutes to consider <br />this, attendees were asked to introduce themselves and share one of their <br />responses with the group. <br />Kara Millonzi continued her presentation, including the topics: <br />Break <br />p.m. <br />• Powers and authorities of county boards and school boards <br />• School budgeting and financials <br />• Tools for county boards and school boards to work together <br />The Board took a short break at 2:11 p.m. The workshop resumed at 2:17 <br />Kara Millonzi continued her presentation, reviewing the following: <br />• Capital categories <br />• Funding for operating expenses <br />• Funding for capital expenses <br />• State funding for operating expenses <br />• Local funding for capital expenses <br />Attendees broke into groups of three or'four and worked on case problems, <br />utilizing real financial data from North Carolina school systems. After working <br />on the case problems, the groups discussed their responses and reported out to <br />the larger group. <br />Break <br />
